Muzaffarnagar and Muradnagar gur markets also showed a flat trend in thin trade.
Marketmen said restricted arrivals and weak demand mainly hold gur prices on last levels.

Politics apart, Dr Farooq Abdullah is right when he said on the sidelines of a seminar last week that “PoK is in Pakistan and will remain with it, J&K is in India and will remain in India.”
The good thing about Farooq Abdullah is that whenever he speaks out of his heart he sounds more pragmatic and realistic, unmindful of the political fallout. But then he has a enviable knack in making equally convincing U-turn to negate its political fallout and silence his critics, thanks to his powerful oratory.
Even though his proposal for division of Kashmir along LoC is the best way forward to solve the vexed issue, Farooq got brickbats for his sensible statement. He has been widely flayed by almost all the political parties and blasted in the social media, many dubbing him as “traitor” and “anti-national” for “giving up” India’s claim on PoK. The only exception is the ruling PDP which refrained from slamming Farooq. “It has always existed as one of the alternatives on Kashmir discourse,” PDP Minister Naeem Akther said on the controversy.
Interestingly, the BJP and separatists are on the same page- slamming Farooq but for different reasons. The BJP took him to task for compromising India’s rightful claim on PoK and violating 1994 Parliament’s unanimous resolution on Kashmir. Farooq instead dared BJP to get vacated PoK from Pakistan.
On the other hand, the separatists blasted Abdullah for” betraying the people of Kashmir” terming his statement as “historically incorrect”. The Hurriyat said, “it stands for re-unification of all five regions of the state – Kashmir, Jammu, Ladakh, POK and Gilgit-Baltistan”. But then why the criminal silence when Pakistan “gifted away” over 5000 sq km area of PoK to China and later merged Northern Area with Pakistan.
The “nationalists” often quote Parliament’s resolution of 1994 to buttress their criticism but hardly know that it was passed in a particular context. The astute but unremembered Prime Minister PV Narasimaha Rao made this diplomatic masterstroke to counter the designs against India’s unity, sovereignty and territorial integrity which was seriously threatened at that time. Pakistan had succeeded in enlisting tacit support of some western powers in its nefarious designs to secede J&K from India. In 1990, Pakistan had launched proxy war through terrorists to achieve what it could not manage overtly in three wars- to wrest J&K from India. Islamic group was activated but neutralized by tactfully handling of Rao. Americans were in touch with Kashmiri militants groups. US President made unusual mention of Kashmir dispute in his address to UN General Assembly. Diplomats of various countries started evincing interest in Kashmir and made a beeline to Srinagar. There was credible information about an international conspiracy to secede Kashmir from India. At that time India had to react and it reacted by adopting unanimous resolution on 22nd November, 1994.
The resolution reads, “On behalf of the People of India, Firmly declares that – (a) The State of Jammu & Kashmir has been, is and shall be an integral part of India and any attempts to separate it from the rest of the country will be resisted by all necessary means; (b) India has the will and capacity to firmly counter all designs against its unity, sovereignty and territorial integrity; and demands that – (c) Pakistan must vacate the areas of the Indian State of Jammu and Kashmir, which they have occupied through aggression; and resolves that -(d) all attempts to interfere in the internal affairs of India will be met resolutely.”
This resolution is being quoted to hammer down everyone who talks about conversion of LOC into international border. It may sound contemptuous to the Parliament but the fact remains that the “pledge” remained only on the paper as nothing was done by all successive Central Govts. to redeem it in the last 21 years.
The resolution didn’t call for liberating PoK but asked Pakistan to “vacate” it. There was no indication of military action but only re-asserted India’s stand that “POK is a part of Kashmir which stood legally acceded to India and thus whole of J&K is integral part of India”, so Pakistan “must vacate” occupied areas. If Pakistan was to oblige India why did it occupy the territory of J&K? The resolution was an expression of India’s unity and determination to defend its territorial integrity. It had the desired effect.
Pakistan was made to eat the dust at UN Human rights Commission when its resolution tabled on 27th February, 1994 to condemn India for human right violations failed. Indian diplomacy had won over China and Iran to the chagrin of Pakistan.
Those who quote this resolution to criticize Farooq Abdullah must explain how they would get POK vacated from the nuclear-power Pakistan. Is India prepared to wage war to get back PoK? Will the world allow any of the two nuclear powers to go to war? The fact is that the 1998 nuclear test have frozen the power balance in South Asia into eternity. Neither Pakistan nor India can take even an inch of each other’s Kashmir. A solution has to be found within this stark reality.
The people of India were expecting settlement on Kashmir on similar lines from Indira Gandhi in Shimla Agreement signed to release nearly a lakh Pakistani POWs after their disgraced surrender to Indian army in East Pakistan. Indira was outmaneuvered by the crafty Bhutto who bought time to consolidate his position back home before signing on conversion of ceasefire into IB. That day never came. India had won the war on ground but lost the battle on table.
Vajpayee too wanted to move in the lost opportunity of Shimla Agreement. According to Farooq, during his famous Lahore visit Vajpayee, had suggested division of Kashmir between the two neighboring countries. “We will correct the line (LoC) and this will ease travel and trade between people on both sides,” Farooq quoted Vajpayee. However, Pak did not agree. But now there are indications that Pak army is willing to consider this option as skirmishes on LoC are taking a heavy toll of its men.
There is another resolution which Pakistan and Kashmiri separatists keep parroting- UN resolution. The resolution is binding only if parties are agreed. It is not mandatory. Politically it died in Shimla agreement when both the countries bound themselves to settle Kashmir issue bilaterally, meaning thereby that UN role no longer required.
For sake of argument, the plebiscite in Kashmir did not take place despite nominating members for the Plebiscite Commission because Pakistan did not perform its obligation under the said resolution which preceded obligation of India. The relevant portion of the resolution no 21 of 1948 dated 21st April, 1948 dealing with plebiscite is reproduced to appreciate why it was not implemented. It has become irrelevant and un-implementable.
“A – RESTORATION OF PEACE AND ORDER
1. The Government of Pakistan should undertake to use its best endeavours:
(a) To secure the withdrawal from the State of Jammu and Kashmir of tribesmen and Pakistani nationals not normally resident therein who have entered the State for the purposes of fighting, and to prevent any intrusion into the State of such elements and any furnishing of material aid to those fighting in the State;
(b) To make known to all concerned that the measures indicated in this and the following paragraphs provide full freedom to all subjects of the State, regardless of creed, caste, or party, to express their views and to vote on the question of the accession of the State, and that therefore they should co-operate in the maintenance of peace and order.
2. The Government of India should:
(a) When it is established to the satisfaction of the Commission set up in accordance with the Council’s Resolution 39 (1948) that the tribesmen are withdrawing and that arrangements for the cessation of the fighting have become effective, put into operation in consultation with the Commission a plan for withdrawing their own forces from Jammu and Kashmir and reducing them progressively to the minimum strength required for the support of the civil power in the maintenance of law and order;
(b) Make known that the withdrawal is taking place in stages and announce the completion of each stage; When the Indian forces shall have been reduced to the minimum strength mentioned in (a) above, arrange in consultation with the Commission for the stationing of the remaining forces to be carried out in accordance with the following principles:
(i) That the presence of troops should not afford any intimidation or appearance of
intimidation to the inhabitants of the State;
(ii) That as small a number as possible should be retained in forward areas;
(iii) That any reserve of troops which may be included in the total strength should be located within their present base area.”
As is evident, India was to act only when it is established that “ the tribesmen are withdrawing” which never happened and thus resolution remained un-implemented.
Initially, Pakistan was not confident of winning the referendum in the face of towering leader Sheikh Abdullah who endorsed accession with India on the basis of commonality of ideals. But when Sheikh’s relations with the Central Govt. turned sour leading to his sacking and arrest in 1953 Pakistan became active.
Major turnaround in the mindset of Kashmir leadership occured when they saw how West Pakistan Muslim leadership did not allow Bangla leadership to form the federal Govt. despite winning elections and then losing East Pakistan and birth of Bangladesh in 1971. Sheikh realized that with whatever difference he had with the Centre India was still a much better place for Kashmiri Muslims to live. Thus, he returned to the mainstream in 1975 from political wilderness. But after Sheikh’s death, Pakistan succeeded in its machination and injected terrorism in J&K that took a heavy toll of human lives.
When UN resolution has become un-implementable and liberating PoK by force not possible then what is alternate solution? Those who question this solution are aware of the realities but playing politics. It is like crying for abrogation of Article 370 knowing well that is not possible. How many leaders honestly want permanent settlement of Kashmir? Many are keen to keep the pot boiling for their vested interest.
With neither India nor Pakistan is willing to part with even an inch of Kashmir’s land it would have been better had Farooq ‘s observations provoked a healthy debate but politics as usual have overtaken the realities. Is it a coincidence that Farooq spoke it when Pak army is reportedly not averse to conversion of LoC and Hurriyat making honest introspection of its waning “command” over people in Kashmir. Media reports suggest that octogenarian Syed Ali Shah Geelani seriously feels that people have led down separatists’ leadership as they no longer give heed to their calls and programs. He is soured by frequent rejection of his call for boycotting the elections. Mirwaiz Umar Farooq too called for “other methods to remain relevant as politics of hartal has outlived its utility”. People are fed up from shut downs. So, it is the time for separatists and all mainstream leaders to accept the writing on the wall and allow people to live in peace with assured future.

It often happens that we are witness to a crime than being a criminal or victim of it. There is an accident wherein the victim is badly hurt and in need of immediate medical assistance; mostly people surround him out of curiosity than a human obligation to call for help, police, ambulance etc. If we find a violent quarrel on the street, or a person is being beaten by a mob, the general reaction of the public is to witness it than intervene to stop it. It is true, we did not start the fight nor are we directly hurt by the accident, but by staying without any motive to help or call for help is the clear definition of apathy and indifference which is unethical and even immoral as well. In the cases of eve-teasing for instance, the perpetrator is encouraged to continue his actions chiefly because the public turns a blind eye to him and the culprit is free to escalate his winks into an assault without any obstruction whatsoever. It is true, we are moulded since childhood to avoid risky situations, which is good strategy but where is the logic to watch without any objective to lend a hand. These and many instances call into question the general behaviour of people in the wake of an unfortunate incident like an accident or a street fight etc.
It’s None of Our Business
The behaviour of minding one’s business has been deeply etched in our ethics that we do not look sideways. This is an instance of deliberate indifference, which is a good social etiquette so that we do not intrude into another person’s privacy or matters. But in cases which clearly demand our attention, indifference is a wrong call. Why we overlook, it is because it is not our business. The question is-when does it become our business, we do not know or care to think about it. The problem arises when explicit situations which seriously require our help, we tend to ignore, bypass or just stare at them. By explicit, I mean those episodes which cannot be missed such as an old man barely able to cross the road who can be assisted, in a car crash when two parties fight each other and the police or traffic officers can be called in, a child being bullied can be protected, and scores of other incidents which we either stare at or leave for its none of our concern.
Putting Myself in Danger
Before we help a person, numerous questions buzz in our head that deter us from lending a hand. What if I put myself in danger? What if the police interrogate me and think I am a criminal? What if I help someone and that someone takes me hostage or is only pretending to be a victim? Etc. Etc. These are very genuine concerns of the public who hence are hesitant to help. Such reluctance can only be removed if there is an assurance by the police, the law that bystanders, who for instance report a crime and come forward as a witness can be protected, will not be harassed or put through an ordeal. It would require a high level of sensibility, sensitivity and sensitisation so that bystanders know in what ways they can help and the police also know they have an onus to ensure the safety of the bystanders.
The Need to be a Responsible Bystander
Why is there a need to be a responsible bystander? It is true, you didn’t ask to be a witness to an accident, but were present at the situation so it becomes your responsibility to alert the appropriate authorities so they can take an action. The urgency of this plea is that mostly it is seen during an accident or a school fight or workplace scuffle, the issue could have been settled in time if it only had been reported. But the bystanders acted as mute spectators either due to shock or lack of concern or curiosity that no action could be taken. The loss to the victim in a fight could be of life- what if he needed to be taken to the hospital and his life could have been saved if he had arrived a minute earlier etc. All these instances are evidence to the need of responsible bystanders.
Having said it, it is not always necessary that you have to take an action by your own. If you are unable to or don’t want get involved you can at least persuade others to do so or make a call. It is far better to do this than remaining silent and doing nothing. The idea is to correct the tendency of the public to believe that they do not have any responsibility towards an accident as they didn’t do it. Once this mentality is changed, there wouldn’t be a crowd surrounding a victim but concerned citizens willing to help and report it so appropriate authorities can save the day.
The Logical Indian Approach
The need of the hour is to be a responsible bystander, witness or an onlooker; one who knows he has an obligation to report a crime, an accident etc than let the other fellow think about this duty. In passing this obligation to the next fellow, who will report, no one! And as everyone will look their way, the wave of crime will certainly increase. We tend to question and blame the government for not taking adequate steps to ensure public safety, which is a good call, but we also owe a responsibility towards it. In being a responsible bystander, three things have to be understood:
First, the Government needs our help. Help it so it can help us and you. Second, the society thrives on the action of responsible citizens. Third and most important, if you can’t help, ask others and if you can’t do that then it is better to leave than watch and make a crowd. The urgency of these statements lies in the fact that one day when we will be in the crosshairs of some street fight or accident, we would wish if responsible bystanders are there to help than a group of curious public.
Are you a Responsible Bystander?
The role of a responsible bystander is something which cannot be taught by sermons but by examples from real life experiences. We learn from each other. If we find one responsible bystander trying to help a victim, we are moved to help him and hence help the victim in turn. Similarly, by sharing examples of how we proved to be a responsible bystander can go a long way to nurture this life-saving habit.
Share these examples.
* Acknowledge and thank those people who helped you as a responsible bystander.
* Commend these acts so more people come forward as there is strength in numbers. You are not alone.
* Take the first step. Use caution.
* If you cannot help due to certain reasons, call the officers who are trained to do it. That also serves as an attribute of a responsible bystander.

LAHORE: An Indian High Commission diplomat was denied permission to travel to Lahore to set up the mission’s stall at the ongoing SAARC Trade Fair where all the other SAARC nations have their representation.
The Pakistan Foreign Office had invited the Indian High Commission like other missions of SAARC countries to put up a stall at the 12th SAARC Trade Fair inaugurated by Pakistan’s Commerce Minister Khurram Dastagir Khan yesterday.
Over 50 Indian traders are participating in the fair, which is being held in Lahore from December 4-6.
Diplomatic missions of all SAARC nations were given space for putting up their respective stalls at the the fair.
However, the chief coordinator from the Indian High Commission was not given permission to travel from Islamabad to Lahore. Therefore, India is the only country whose mission does not have representation at the fair, sources here said.
The Indian mission is planning to raise the issue with the Pakistan Foreign Office which is coordinating the fair. (AGENCIES)

LONDON: Five-time world champion Viswanathan Anand failed to press hard with his white pieces and had to settle for a draw with Michael Adams of England in the first round of the London Chess Classic that got underway here.

JAMMU: Union Minister in Prime Minister’s Office Jitendra Singh today said quantity has taken the toll of quality in education and much of the aberration in the contemporary education scenario is the result of inability to appreciate that, with the passage of years, the focus has shifted from providing accessible education to standard education.
”This is evident from the fact that even as we compliment ourselves for opening new universities or more and more university campuses, the local students still prefer to move out and seek admission in other universities while seats in many of the departments in the universities back home remain unfilled,” Dr Singh said while addressing an interactive session with the faculty of University of Jammu here.
Emphasising that the education pattern at any given time is determined by the socio-economic milieu of the given time, Dr Singh said,”at the time of independence in 1947, the thrust was on opening more and more education institutions and universities in order to bring higher education within the reach of the country’s population, because at that time the colleges or universities were located far and wide.”
”At a time when India is on the verge of emerging as world power and more than 70 per cent of its population is going to be below the age of 35 years,” Dr Singh said adding, ”it is our responsibility towards the youth of this country to work for an education mechanism which is capable of producing job creators instead of job seekers who will, in turn, be the torch-bearers of ‘Startup India, Standup India’ mission.” (AGENCIES)

N’DJAMENA: At least 27 people were killed and more than 80 wounded today in a triple suicide bombing on an island in Lake Chad, a security source in the capital, N’Djamena said.
“Three suicide bombers blew themselves up in three different places at the weekly market on Loulou Fou, an island in Lake Chad,” the source said, speaking on condition of anonymity in a region where a state of emergency was put in place last month following a wave of attacks by Boko Haram Islamists. CHENNAI: Flood-ravaged Chennai and its suburbs enjoyed further respite from rains today but residents battled scarcity of commodities and high prices while communication services and train services were partially restored.
But air services, suspended till tomorrow, may take two or three more days to resume. Only technical flights and ferry services were operated today.
However, intermittent rains and an overcast sky have left people worried. The Regional Meteorological Centre has forecast light rains in the next 24 hours for the city and suburbs.
Director, Area Cyclone Warning Centre, S R Ramanan told reporters that heavy rains were possible in the coastal and southern districts of the state.
He has advised fishermen of southern coastal districts against venturing into sea for fishing.
At least 245 people have died in rain-related incidents since October one.
The worst-hit city and suburbs and Kanchipuram and Tiruvallur districts took a pounding on Tuesday when a large number of areas were flooded. The deluge destroyed crucial road and rail links, shutdown the airport, snapped power and telecom lines and left lakhs of people stranded.
In a big relief to the hapless residents, supply of
Milk and vegetables picked up pace today but there were complaints of scarcity in several places coupled with high prices for essentials.
Mobile phone and internet services were getting restored in a staggered manner in several parts of the city.

SRINAGAR : Army today paid tributes with full military honours to Naik Satish Kumar, who laid down his life while battling militants in Handwara area of north Kashmir.
“Army paid a befitting tribute with full military honours to its valiant soldier Naik Satish Kumar who had attained martyrdom yesterday during an operation in Handwara in which two terrorists were also killed,” a defence spokesman said here.
He said homage was paid to the soldier in a solemn ceremony held at Badami Bagh Cantonment here.
“Late Naik Satish Kumar was a member of the Army team that launched an operation yesterday in forest of Handwara in Kupwara District.
“As the forces approached the suspected area where the terrorists were reportedly hiding, they came under a heavy volume of fire in which Kumar sustained gun shots and later succumbed to the injuries,” the spokesman said.
Chinar Corps Commander Lt Gen Satish Dua and all ranks of the Corps laid wreath to salute the soldier’s final journey, he added.
A wreath was also laid on behalf of the Northern Army Commander.
Lt Gen Dua said such exemplary acts always serve as an inspiration to the present and future generations of soldiers. (AGENCIES)

NEW DELHI : Lakshman Hardwani and Jairam Rupani have been conferred the Lifetime Achievement Awards for 2014-15 under the categories of Sahitya Rachna Sanman and Sahityakar Sanman, respectively. The awards carry a Sanman Rashi of Rs five lakh each under two categories, namely Sahitya Rachna Sanman and Sahityakar Sanman.
The decision was taken at the meeting of the Executive Board of National Council for Promotion of Sindhi Language (NCPSL), an autonomous organisation under the Human Resource Development Ministry, that aims to promote, develop and propagate Sindhi language, held here yesterday under the chairpersonship of HRD Minister Smriti Zubin Irani.
For 2015-16, the Lifetime Achievement Awards has been conferred on Lakhmi Khilani and Kanhaiya Lal Talreja under the categories of Sahitya Rachna Sanman and Sahityakar Sanman respectively.
It has also been decided to confer six literary awards for 2014-15 and seven literary awards for 2015-16, which also carry a Sanman Rashi of Rs one lakh each to these scholars.
For 2014-15, the awards go to Mohan Himthani (poetry), Dr Usha Saraswat (fiction), Arjun Kriplani (fiction), Prof Dr Baldev Matlani (non fiction), Dr Haso Dadlani (non-fiction), GV Murjani (translation).
For 2015-16, the awards will be conferred on Arun Babani (poetry), Poonam Ratnani (fiction), Laxman Bijlani (fiction), Jagdish Shahdadpuri (non fiction), Tej Kabil (non fiction), Monica Panjwani (debutante writer), Ghansyam Murlidhar Sharma (translation).
A team of Sindhi youngsters, including a writer and a historian, will be deputed to travel to select countries to which Sindhis trace their roots, as well as regions within the country, where Sindhis have settled, and then trace India’s historical relations with them and publish the findings. Accordingly, 10 Sindhi students of Class XI and above will be shortlisted annually.
A grant of Rs one crore each as Corpus Fund to Maharshi Dayanand Saraswati University in Ajmer and Devi Ahilya Vishwavidyalaya, Indore has been concurred by the Executive Board to establish Sindhi Chairs to promote Sindhi Language, an official statement here said. (UNI)

DHAKA : At least 10 people were injured today in a crude bomb attack by unidentified assailants in the premises of a medieval-era temple in northern Bangladesh where thousands of people had gathered for a Hindu religious festival, the latest incident amid a series of attacks by Islamists.
Over 5,000 people were witnessing an open-air show organised to mark the Rash Mela festival when three crude bombs exploded on the premises of Kantaji Temple in northwestern Dinajpur.
In the attack, at least 10 people were injured and most of them suffered splinter injuries, police said.
Police have detained three people for interrogation after the attack.
“Initially it appears that the attackers used a remote controlled device…We have detained three people so far for questioning,” a police officer said.
Officer incharge of the local Kahrol police station Abdul Gafuradded said that investigations are on and “it could be an act of extremists”.
Kantaji Temple is the government maintained archaeological site but Hindus also perform their rituals and thousands of people, including Muslims, gather during the annual Rash Mela.
The temple, located in the northern district’s Kaharol Upazila, is also a tourist attraction for its brick and terracotta style architecture.
The temple was built at Kantanagar not far from the bank of the River Dhepa by Dinajpur’s rulers, with construction commissioned by Maharaja Prannath in 1704 and completed during the reign of his adopted successor Maharaja Ramnath some decades later.
Bangladesh has seen several violent incidents in recent months, including attacks on foreigners and secular bloggers claimed by the IS, although the government says the attacks have been carried out by local Islamist radical groups.
The attacks have alarmed the international community and raised concerns that religious extremism is growing in the traditionally moderate South Asian nation. (AGENCIES)

NEW DELHI : Delhi Police today apprehended a school teacher from Rajouri district in Jammu and Kashmir in connection with an alleged ISI-linked espionage racket, the fourth arrest in the case.
The accused, identified as Sabar, is a teacher at a government school at Rajouri. He was arrested this morning and booked under provisions of the Official Secrets Act, said Joint Commissioner of Police (Crime) Ravindra Yadav.
This is the fourth arrest in connection with the espionage racket allegedly headed by suspected ISI operative Kafaitullah Khan.
Khan was the first person to be arrested from New Delhi on November 26, while he was heading to Bhopal to attend a religious congregation and allegedly recruit more spies, followed by the arrests of a serving BSF personnel Abdul Rasheed and a former army hawaldar, identified as Munawwar Ahmad Mir.
Sabar is believed to be the one through whom Khan met Rasheed, Mir and his other associates, including the serving army personnel for whom a police team was sent to Siliguri in West Bengal, said a senior police official.
Both Mir and Khan were arrested by the 14-member team of the Inter-State Cell of the Crime Branch which rushed to Rajouri on Wednesday. They have been presented before a court there and shall be brought to Delhi on transit remand, said the official. (AGENCIES)
