JAMMU, Jan 27: Despite attempts from various quarters to sabotage its initiatives, the Income Tax Department has made net collection of around Rs 80 crore from the Kashmir valley during the current financial year so far. Of this, an amount of Rs 8.08 crore has been collected following issuance of notices to around 21,000 persons as a part of widening of tax base exercise initiated across Jammu and Kashmir.
Official sources told EXCELSIOR that the tax collection from Kashmir valley was in negative at the beginning of current financial year as majority of the businessmen and traders had not developed habit of paying tax strictly as per their income. This situation was prevailing as on one side there was no voluntary compliance from the people and on the other side proper guidance on the part of the officers and officials of the Income Tax Department posted in Valley was also missing.
However, with the new initiatives taken by the Principal Commissioner of Income Tax, J&K Circle, Sangeeta Gupta, the situation has gradually started changing. This can be evident from the fact that Rs 79.20 crore net tax has been collected from the Kashmir valley during the current financial year so far.
This net collection is notwithstanding the fact that during this period the Income Tax Department has issued refunds to the tune of Rs 68.49 crore, sources said, adding “the issuance of refunds clearly establishes that department is also laying required focus on redressing the grievances of the assessees in Kashmir valley”.
As far as Advance Tax from Kashmir valley is concerned, sources said, “there is significant improvement on this front also. During previous financial year (2014-15), Advance Tax collection up to January 26, 2015 was only Rs 37.30 crore but during the same period of current financial year the Advance Tax figures have increased to Rs 55.22 crore”.
Disclosing that for the first time in the State 21,000 notices were issued in Kashmir valley during past six months, sources said, “this initiative aimed at widening of the tax base has also yielded positive results. Against 21,000 notices, the Income Tax Department has received 23,000 returns”, adding “this step resulted into Rs 8.08 crore worth tax collection as on December 31, 2015”.
They further informed that during last financial year number of effective assessees in Kashmir valley were only 7357 but during the current financial year the number has increased to 27037. “This is notwithstanding efforts from various quarters to sabotage the initiatives of the Income Tax Department towards widening of the tax base”, sources added.
They said that, “cases involving Rs 10 crore tax are required to be referred to the Central Board of Direct Taxes but this practice was not being followed in Kashmir valley during the past many years”, adding “now, several dossiers have been prepared and submitted to the CBDT for appropriate decision”.
“Even the exercise of preparation of demand-collection register by the officers and officials of the department posted in Kashmir valley has begun in order to make them accountable”, sources further said, adding “in order to ensure effective functioning of the IT Department in Kashmir valley, entire basic system, which had suffered damages during the devastating floods of September 2014 has been refurbished and now every data would be made available as and when required with just the click of the mouse”.
Commenting on the results of new initiatives, the Principal Commissioner of Income Tax, J&K Circle, Sangeeta Gupta said, “the Income Tax Department has no intention to harass anybody in any corner of Jammu and Kashmir. All what we want is voluntary compliance to the provisions of Income Tax Act”, adding “we want the businessmen and traders to flourish so that they can contribute in the welfare and development of the country as well as State”.
“We are ready to provide necessary help and assistance to the assessees in fulfilling their legal obligation of paying tax strictly as per their exact income and in this regard new office has also been opened in Baramulla district”, she said and hoped that department’s initiatives in widening of tax base would receive required response from people including from Kashmir valley.

SRINAGAR, Jan 27: Former Chief Minister and National Conference working president Omar Abdullah today said as People’s Democratic Party (PDP)-Bhartiya Janata Party (BJP) Government failed to deliver, people prefer Governor’s rule in the State. He asked Mehbooba Mufti to either form the Government or seek fresh mandate from the people.
While addressing a gathering in Central Kashmir’s Budgam district, Omar said that the biggest achievement of the PDP-BJP Government is that people today prefer Governor’s rule over elected Government. “I am astonished that people are not complaining about Governor’s rule. This is an ample proof that the BJP-PDP has failed in these 10 months because their absence is not being felt by the people. Not having a Minister is being liked by them as they say they didn’t do anything and Governor will do something. This is their achievement of 10 months that today people prefer Governor’s rule”, he said.
The former Chief Minister said that they (PDP) have 27 MLAs and there has been Governor’s rule twice in one year. “The alliance is still there but still there is no Government. They have double standards”, he said.
“It was surprising that people found the administration more responsive and effective under Governor’s rule than it was under the rule of the PDP-BJP Government – which is a tragic indictment of the PDP-BJP Government”, the NC leader said
Omar said that Mehbooba Mufti should form the Government or seek fresh mandate from the people. “One day they say that the agenda of alliance has to be redrafted and next day they say it is sacred document and will take it forward. If you have to take it forward, for God’s sake Mehbooba Ji form the Government. We are not creating any hurdle in the Government formation. You come forward and form the Government. If your father didn’t reach to people in one year, you come forward and reach out to the people. And if you don’t have to form the Government, for God’s sake you suspend this Assembly and allow people to decide afresh”, he said.
The NC leader said that his party will form majority Government if fresh elections are held in the State. “They are afraid of fresh elections as that is why they don’t want fresh elections. If there will be fresh elections, NC will win and there will be no need for any alliance. We will form majority Government in the State on our own”, he said.
“The other option is that of fresh elections in the State. But PDP is so terrified of being routed out completely once for all that it is neither willing to provide a Government with its alliance partner nor is it willing to go for fresh elections. If you are so scared of forming a Government with BJP – which continues to be your alliance partner, let us go to the people for a fresh mandate. However, PDP knows it would be completely decimated and that National Conference would emerge as a single-majority force in fresh elections and hence PDP wants the State to hang midair in political uncertainty”, Omar said.
The NC leader said that Mehbooba is playing same trick as was played by his father last year but people won’t fall in the trap now. “But people won’t wait for long. Mufti sahib had done it last year. At that time, the situation was different as people were frustrated due to floods. They were waiting for relief. People wanted Government anyhow and at that time when the PDP and BJP formed an alliance, people didn’t object much. She wants to follow the same trick but now people are not going to fall into the trap and won’t tell Mehbooba Ji you form the Government anyhow”, he said.
A statement issued here by the NC quoted Omar as saying: “PDP was terrified of fresh elections in the State due to its political U-turns and a 10-month tenure of failures and abject misgovernance.”
“National Conference had 28 MLAs in the previous Legislative Assembly and the NC-Congress Coalition and with those 28 MLAs did a lot for this State. From New Administrative Units across the length and breadth of the State to the Mughal Road to Landmark developmental initiatives or our Welfare and Entrepreneurship Assistance Programs for unemployed youth, we delivered as a Government. We empowered the common man to hold the Government accountable by the Right to Information (RTI) Act and laid the edifice for the production of almost 9,000 Megawatts of Hydroelectric Power in the State. PDP has the same number of MLAs and look at the state of misgovernance, helplessness and chaos in the State today. Within 10 months of its alliance Government with the BJP, PDP has proved to be a complete failure”, the NC leader said.
The NC working president said that despite the PDP-BJP Alliance intact and despite the existence of elected MLAs, the State’s Budget was all set to be prepared and adopted by the Governor’s office. “In spite of being your MLAs, we have been deprived of our Constitutional powers to make the budget and public policies reflect your needs and aspirations. I can’t ask any questions of the Government as one fails to understand who those questions need to be directed towards”, he said.

SRINAGAR, Jan 27:
A moderate intensity quake, measuring 5.4 on the Richter scale, rocked Kashmir valley, including summer capital Srinagar in the wee hours, forcing people to rush out of their homes in panic.
A Met department spokesperson said that the tremor, which was felt at 0449 hrs, lasted a few seconds. The quake was epicentred somewhere in Hindukush mountains in Afghanistan. There was no immediate report of any loss of life or damage to property.
People rushed out of their homes in panic following reports in local media quoting experts that a severe above 8 magnitude quake was due in the Himalayan region, including Jammu and Kashmir. (UNI)

India has climbed nine points to rank 76th in this year’s global corruption index launched here today topped by Denmark, with watchdog Transparency International calling graft a global “blight”.
According to Transparency International’s International Corruption Perceptions Index 2015, India is placed at 76th position along with Thailand, Brazil, Tunisia, Zambia and Burkina Faso out of 168 countries.
India has improved its past year’s position of 85 and has a grade index score of 38 out of a possible 100 which indicates the least corrupt, said the report topped by Denmark.
The index was prepared by using data from institutions including the World Bank, the African Development Bank.
According to Berlin-based Transparency International, 68 per cent of countries worldwide have a serious corruption problem and half of the G20 are among them.
“Not one single country, anywhere in the world, is corruption-free,” the report said.
“The 2015 Corruption Perceptions Index clearly shows that corruption remains a blight around the world. But 2015 was also a year when people again took to the streets to protest corruption. People across the globe sent a strong signal to those in power: it is time to tackle grand corruption,” said Jose Ugaz, Chair, Transparency International, global watchdog on graft and abuses of power.
Denmark tops of the index for the second consecutive year as the country perceived as least corrupt. It scored 91 points, while North Korea and Somalia remained at the bottom with unchanged scores of 8.
The US rose one spot this year to 16th place with a score of 76, tying with Austria. The UK rose three spots to place 10th, with a score of 81 that tied it with Germany and Luxembourg.
The other top spots, from second to ninth, were occupied by Finland, Sweden, New Zealand, the Netherlands, Norway, Switzerland, Singapore and Canada.
Brazil and Turkey were among nations that tumbled the most. Brazil slid to 76th place, sharing its position with India, down from 69th last year. Turkey fell two spots to 66th, continuing its descent from 53rd place in 2013.
“Dealing with many entrenched corruption issues, Brazil has been rocked by the Petrobras scandal, in which politicians are reported to have taken kickbacks in exchange for awarding public contracts,” the report said.
“Corruption can be beaten if we work together. To stamp out the abuse of power, bribery and shed light on secret deals, citizens must together tell their Governments they have had enough,” Ugaz said.
Global corruption index, a composite index that draws from 12 surveys to rank nations around the globe, has become a benchmark gauge of perceptions of corruption and is used by analysts and investors. (PTI)

A US-made helium-filled balloon that was shot down by a Sukhoi-30 fighter aircraft over Rajasthan had come in from Pakistan and could have been an attempt to gauge India’s response time, top Government sources said today.
The Defence Ministry has now written to the Ministry of External Affairs informing it about the incident.
The shiny 3 metres in diametre balloon, with “Happy Birthday” written on it, was flying at a height of about 25,000 feet in Jaisalmer district when it was picked up by the air force radars which were on high alert in view of Republic Day celebrations.
“Our radars picked up a shiny flying object entering our air space. A fighter jet was quickly scrambled which intercepted it and shot it down,” Defence Minister Manohar Parrikar said without elaborating, on the sidelines of an event here when asked about yesterday’s incident.
The Indian Air Force said in a statement, “Due to heightened security alert, the balloon was shot down as it would have been carrying unknown payload. However, on analysis of the debris it was established that there was no dangerous payload.”
Meanwhile, Government sources said that balloon, made by an American company, was flying at an altitude higher than that of an helicopter (18,000 feet) and hence leaving nothing to chance, it was shot down.
The wind speed was also high and the threat level was high.
“Investigation is on but it could have been an attempt to check our response time,” they said, adding that IAF followed the protocol by scrambling the jet and shooting the object down.
“Imagine, if it was not just a commercial balloon,” the sources said, adding that 97 rounds were spent as the fighter plane sprayed bullets as per Standard Operating Procedure.
As per the Aircraft Act 1934, “aircraft” means any machine which can derive support in the atmosphere from reactions of the air, (other than reactions of the air against the Earth’s surface) and includes balloons, whether fixed or free, airships, kites, gliders and flying machines.

JAMMU, Jan 27: In order to curb the menace of illicit distillation of liquor and illegal smuggling of liquor from other States, Excise Department has intensified raids/ checking of various locations/premises to check the offences/ crimes being committed.
Under active supervision of Excise Commissioner, J&K T. Angchuk and Deputy Excise Commissioner (Executive), Jammu Shahid Saleem, raids were conducted in district Jammu and Kathua to arrest the menace of illicit distillation.
Raids were conducted in Jakhbar Dambra, Mirpurjaggu, Sitdyal areas of Kathua district and in the process more than four hundred kilo grams of Lahan was recovered and destroyed. Excise sleuths under the command of ETO, Kathua Sandeep Gupta carried out raids.
In R.S. Pura and Akhnoor area of Jammu district raids were conducted by Excise sleuths under the command of ETO, Eradication Suresh were seized and ETO, South Excise Range, Nayeem. A total of 1500 kg Lahan, four bottles of illicit liquor was seized and one bootlegger namely Santosh Singh son of Ram Singh R/o Tacharwan (Nardi) was arrested under Excise Act, 1958.

Governor N N Vohra taking salute at Republic-Day Parade at M A Stadium, Jammu.
JAMMU, Jan 27: The 67th Republic Day was celebrated with patriotic fervor and gaiety across Jammu region with Governor N N Vohra unfurling the National Flag in Jammu at a State level function held at MA Stadium and District Develop-ment Commissioners at respective District Headquarters.
JAMMU: Governor hoisted the Tricolour at Maulana Azad Stadium which was attended by around 25,000 people. He inspected the parade and took the salute at an impressive march past.
The smart contingents participating in the parade were from the Army, Border Security Force, Central Reserve Police Force, men and women contingents of the JKAP, Jammu and Kashmir Police, State Disaster Response Force, J&K Fire and Emergency Services, J&K Forest Protection Force, Ex-Servicemen, NCC Boys and Girls, Bharat Scouts and Guides, Bands of Army, BSF, J&K Police, Jammu and Kashmir Armed Police and of the various boys and girls schools. For the first time, a contingent from Himachal Pradesh Police also participated in the march past.

Highlighting the achievements made under Ladli Beti and Aasra schemes in the district, he said that more than 2000 registrations have been done under the scheme which is remarkable.

Former Minister & MLA Bali Bhagat inspecting work of pond at Kote on Wednesday.
JAMMU, Jan 27: Former Minister and MLA, Bali Bhagat today conducted an extensive tour of his constituency Raipur-Domana and took stock of the developmental activities.
During his visit to Panchayat Kote, the MLA inspected the on-going development work of Pattianwala Talab (Pond) for which he has given Rs. 5 lakh from his Constituency Development Funds. He directed the executing agency to speed up the pace and ensuring the quality of work.
Similarly at village Ragani Talab, he assured the locals to develop the village pond shortly to enhance its sustainability as this traditional water resource serves as multiple uses by the locals. He also assured to develop a Park on the adjoining land which measures to over 36 kanals. The said land will also be properly fenced to avoid its encroachment, said Mr. Bhagat.
Addressing the people, the former Minister said that the developmental works launched in the constituency will be completed in a time bound manner and asked the people to personally monitor the quality and pace of works. He asked the Sarpanchs, Panches and field functionaries of the BJP to maintain close coordination with the administration to ensure speedy progress of various on-going projects in the Constituency. He asked them to bring all important issues pertaining to the development of the Constituency to his notice for their immediate and appropriate disposal.

JAMMU, Jan 27: The Displaced Persons (DPs) from Pak occupied Jammu and Kashmir (PoJK) on the occasion of Republic Day held a rally here demanding that Rs 2000 package announced by Modi Govt as first installment of package be released without any delay and pending demands should also be included in the package.
A large number of displaced persons including women activists under the banner of Jammu and Kashmir PoJK DPs’ Front-1947, 65 & 71 assembled at Exhibition Ground and held rally. They extended gratitude to the Prime Minister Narendra Modi, for announcing Rs 2000 crore financial package for the PoJK refugee families. The speakers during the rally expressed their gratitude to the PM and said that it is big ever achievement for the DPs.
Capt ( Retd) Yudhvir Singh, president of the Front, while addressing the gathering extended gratitude to the Prime Minister and Union Home Minister Rajnath Singh for their efforts in providing justice to the PoJK DPs. He said that the DPs are now hopeful that the Prime Minister would issue necessary directions to Union Home Minister, Rajnath Singh, to include the other recommendations as also forwarded by JPC for making this package a complete.
The refugee leader said that the rehabilitation package is incomplete till other demands of 10 % reservation for the wards of DPs in professional institutions and jobs, reservation of 8 Assembly and 2 Council seats for DPs are fulfilled. He said that creation of Development Board for the PoJK DPs and Chhamb/ West Pakistan refugees is also strong demand of the displaced persons. He demanded that all the recommendations of the Joint Parliamentary Committee should be implemented.
On this occasion Capt Singh unfurled the national flag at the venue and sung the National Anthem.

Kedar Jadhav’s strokefilled 91 was the cornerstone of a collective batting performance by India A as they comfortably beat Vijay Hazare Trophy champions Gujarat by six wickets to enter the final of the Deodhar Trophy one day cricket tournament, here today.
India A will meet India B in the final tomorrow.
Batting first, Gujarat managed a decent 272 in 49.2 overs, riding on skipper Parthiv Patel’s second List A century. Parthiv scored 119 off 125 balls with 16 boundaries.
Leg spinner Amit Mishra grabbed 3/48 in 9.2 overs, while off-spinner Parvez Rasool had equally impressive figures of 3/47 from nine overs.
In reply, India A scored the runs in only 47.2 overs with India discard Kedar smashing an unbeaten 61-ball-91 that was studded with 11 boundaries and two sixes.
India A captain Ambati Rayudu also played well for his 75 off 89 balls with nine boundaries and a six, while left-handed opener Faiz Fazal chipped in with 53 off 71 deliveries.
Experienced pair of Rayudu and Jadhav added 83 runs for the fourth wicket after India A were slightly in a spot at 124 for three.
Once Rayudu was out, Jadhav upped the ante in company of Naman Ojha as they added 66 runs for the unbroken fifth wicket partnership in 8.2 overs, to finish off the match in style.

JAMMU, Jan 27: Tata Motors today announced Season III of the T1 Prima Truck Racing Championship 2016, scheduled to be held on March 20, 2016, at India’s globally renowned F1 race track – the Buddh International Circuit (BIC), Greater Noida.
In keeping with its commitment of making trucking aspiration for Indian drivers and bringing them to truck racing, Season III of T1 Prima Truck Racing Championship will also feature an Indian truck driver’s race for the first time.
Like in the earlier seasons, the championship will continue to host experienced international drivers representing six teams, featuring 12 Tata Prima Race trucks built for the purpose.

The tournament in which 24 teams are participating is being organized jointly by Jammu and Kashmir Police Department, Simula Sports Club, Atman Sports Club and Christian Sports Organization.
The Organizing Committee includes Hilal Rather,Sanjay Mahajan,Rajesh Gill, Rajesh Dhar, David Mattoo, Asif Gill, RP Singh, Sunil Sambyal and Sunny Gill.
The slogan of the tournament is ” Khelo Khushi Sey- Par Nasha Mat karo”.
Batting first, Jammu Police XI scored a huge total of 205 runs in the stipulated 20 overs for the loss of 4 wickets, Skipper Rajesh Gill top scored with 76 runs and Istiaq also made 42 runs for Police XI. Parshotam took 3 wickets and Rakesh claimed 1 wicket for Cantt Club.
Cantt Cricket Club, in reply could not achieve the target and made only 129 runs, thus lost the match by a big margin of 76 runs. Kannav and Sagar were the main scorers with 25 and 22 runs. Maqsood took 3 wickets, Shamsher and Istiaq took 2 wickets each, while Farooq, Aman Sharma and Naresh shared 1 wicket each. Skipper Rajesh Gill was adjudged as man of the match.
The matches were officiated by Sandeep Manchanda, Vinod, Sunil Sambyal and Danny.

NEW DELHI, Jan 27: The Supreme Court today issued notice and sought response from the BJP-led Government on the issue of sacking of UPA-appointed Governors of Uttarakhand and Pudducherry in 2014 when it came to power, terming it as “a serious matter”.
A five-judge constitution bench headed by the Chief Justice T S Thakur, which was hearing a petition filed by Aziz Qureshi and Virendra Kataria, former Governors of Uttarakhand and Pudducherry respectively, sought response from the Centre within four weeks and posted the matter on March 28.
Qureshi, who was eased out as Governor soon after Narendra Modi Government came to power in May 2014, had alleged that then Home Secretary had threatened him to resign from the post or face removal. Kataria, a former Congress leader, was also sacked as Puducherry Governor in July 2014.
During the hearing, the bench, also comprising Justices F M I Kalifulla, A K Sikri, S A Bobde and R Banumathi, observed that “it is a serious matter”.
“We may also have to lay down a format in which communications with such high constitutional dignitaries takes place,” the bench observed.
Attorney General Mukul Rohatgi represented the Centre, while senior advocate and Congress leader Vivek Tankha was appearing for the two sacked Governors.
During the hearing, the bench noted that while a phone call was made to Qureshi by then Home Secretary Anil Goswami, in the case of Kataria, it was the Private Secretary of the Home Secretary, who had rung up the Governor. Notice was also issued to Goswami.
The apex court on August 21, 2014, had referred the matter of Qureshi to five-judge constitution bench observing that interpretation of Article 156 (Term of office of Governor) was involved.
Kataria’s petition was also listed for hearing along with it as the identical issues were raised.
Qureshi was the first Governor to move Supreme Court against the Modi Government which had sacked two Governors before him. Four other Governors appointed by the erstwhile UPA regime had resigned since the NDA came to power.
It was claimed in Qureshi’s petition that Article 156 of the Constitution had not been followed and Home Secretary threatening the Governor was unconstitutional.
Qureshi had said that the Centre and the Home Secretary should be asked at whose behest he was threatened and urged the court to “reprimand and pass strictures against such person(s)”.
“Issue an order or direction declaring that the impugned action of threatening the Governor to resign or face removal is constitutionally perverse, legally untenable, arbitrary, capricious and malicious and reprimand Home Secretary(and/or the persons responsible for such action) for his attempt to give such diktat to his constitutionally superior functionary,” the petition had said.
Qureshi had taken charge of the office on May 15, 2012 for a tenure of five years.
In his plea, he had claimed that after NDA Government took over at the Centre, Goswami had called him on July 30, 2014, and asked him to tender resignation and made it clear that he will be removed from office if he did not step down.
On August 2, 2014, Qureshi had handed over in person his explanation to the President in a confidential communication and similar intimation was also made to the Home Minister, the petition had said, adding that the copies of the communication was also filed in a sealed envelope for the court’s perusal.
He had also alleged in his petition that Goswami again called him on August 8, 2014, insisting that he resign.
“There is no question that the Union Government or Home Minister, through Home Secretary, can set terms to the Governor and attempt to extract resignation under the fear of removal. Such mode of action is alien to the Constitution and violative of Constitutional ethos,” the petition had said.
Before him, the NDA Government had sacked Mizoram Governor Kamla Beniwal.
Goswami is believed to have telephoned some of the Governors, appointed by the previous UPA regime, asking them to step down after which West Bengal Governor M K Narayanan, Nagaland Governor Ashwani Kumar, UP Governor B L Joshi and Chhattisgarh Governor Shekhar Dutt put in their papers. (PTI)

UDHAMPUR, Jan 27: Four youth received injuries in accident at Flata area near Tikri on Jammu-Srinagar National Highway.
As per police sources, four persons got injured, when the two motorcycles they were riding on slipped at Flata area near Tikri on Jammu-Srinagar National Highway.
The injured identified as Divanshu (18), son of Sanjeev Sharma of Akhnoor, Prathm (21), son of Romesh Sharma of Bakshi Nagar, Rahul (20), son of Darshan Kumar of Krishna Nagar and Sorav Verma (23), son of Kuldeep Verma of Talab Tilo Jammu were shifted to hospital, where their condition was stated to be stable, when reports last came in.
Tikri police has taken cognizance in this regard.

NEW DELHI, Jan 27: Global fund house First State Investments Management (UK) Ltd has bought stake in FMCG major Marico Ltd for over Rs 184 crore through an open market transaction.
According to a BSE filing, the investment firm which earlier had 6.72 per cent stake in Marico, bought about 85.41 lakh shares, or 0.66 per cent stake, in the company.
The shares were bought on January 25 and based on the closing price of Rs 215.05, the transaction is estimated to have been valued at Rs 183.68 crore.
First State Investments Management’s total shareholding in the FMCG firm now stands at 7.39 per cent.
Marico’s product portfolio consists of brands including Parachute, Parachute Advansed, Saffola, Hair & Care, Nihar, Livon, Setwet, Zatak, Mediker and Revive.

TOKYO, Jan 27: Toyota kept its title as the world’s biggest automaker today after posting global sales of 10.15 million vehicles for 2015, outpacing scandal-hit Volkswagen and US rival General Motors.
Struggling to move past a pollution-cheating scandal, Volkswagen earlier said it logged sales of 9.93 million vehicles worldwide last year, while Chevrolet and Cadillac maker GM moved 9.8 million.
In the first half of the year, the German giant was in pole position, outpacing Toyota as it rode momentum in emerging economies.
But then it posted its first drop in annual sales for more than a decade, as it was hammered by a massive pollution cheating scandal.
Volkswagen sank into its biggest crisis over stunning revelations in September that it had fitted 11 million of its vehicles with devices designed to dodge pollution tests.
The US government has said it was suing VW for $20 billion in civil penalties over the scandal.
Toyota broke GM’s decades-long reign as the world’s top automaker in 2008 but lost it three years later to the US firm, as Japan’s earthquake-tsunami disaster dented production and disrupted the supply chains.
However, in 2012 it once again overtook its Detroit rival and has remained on top since, despite slowing sales in its home market where a weak economy has taken a bite out of demand.
Toyota’s overall sales — which include its Daihatsu and Hino brands — edged down 0.8 percent from a year ago.
Rival Nissan said Wednesday its global sales hit a calendar-year record 5.42 million units, up 2.1 percent from 2014.
Toyota’s upbeat announcement comes despite the firm struggling to recover its reputation for safety after the recall of millions of cars around the world for various problems, including an exploding air bag crisis at supplier Takata.
At least 10 deaths globally and scores of injuries have been linked to the faulty airbags fitted in cars made by some of the world’s leading auto giants.
Toyota, maker of the Camry sedan and Prius hybrid, had stopped building new plants for several years, and turned its focus to quality rather than sales volume.
The company is also overhauling its production methods, vowing to slash development costs to try to offset any downturn in the market and squeeze more productivity out of existing plants.
Toyota is pushing further into the fast-growing market for environmentally friendly cars, especially in China where officials are struggling to contain an air pollution crisis. (AGENCIES)

NEW DELHI, Jan 27: Top industrialist Ratan Tata has invested in specialty tea firm Teabox, thereby continuing his long series of investments in various start-ups globally in the recent past.
However, the value of the investment was not disclosed.
In a statement, Teabox said: “It has raised an undisclosed round of financing from Ratan Tata… The additional capital will help fuel Teabox’s continued growth as it expands in other major markets around the world.”
Teabox Founder and CEO Kaushal Dugar said: “We have grown up admiring and respecting his (Tata’s) vision and business acumen on scaling the Tata group to a global level. His direct guidance and experience in the tea industry will surely help us grow Teabox to be the first global premium tea brand from India.”
The Tata Sons’ Chairman Emeritus has been aggressively investing in start-ups, ranging from e-commerce firms to cab aggregators. He has invested in firms like Snapdeal, Kaaryah, Urban Ladder, Bluestone, CarDekho, Sabse Technologies, Xiaomi and Ola.
Tata, who served as the chairman of Tata Sons for over two decades until his retirement in 2012, is also associated with some venture capital funds as advisor, including Kalaari Capital and Jungle Ventures.
Founded in 2012, Teabox delivers teas from Darjeeling, Assam, Nilgiri and Nepal to the entire world. Within three years of its existence, Teabox claims to have delivered over 30 million cups worth of tea to customers in 93 countries. (PTI)

Never before has any US President so candidly extolled an Indian Prime Minister as did President Obama extol Prime Minister Narendra Modi. Never before has any US President so candidly conveyed to Pakistan the message that it should dismantle terror structure on its soil as did President Obama tell Prime Minister Nawaz Sharif. Maybe it is the parting message of President Obama who has just one more year in office. He might be bequeathing a guideline to his successor desiring him or her to handle the ticklish Indo-Pak logjam with clarity of perception.
Obama is very clear-headed and realistic on what should foster cooperation between our two countries. It is common values-two democracies, two innovative economies, and two diverse societies- “these make us natural partners”, he asserts. He is confident that the two countries are deepening their partnerships to promote the development that lifts up our people, including rural Indians – helping farmers boost their yields and working expanding access to electricity and clean water. The two countries continue to expand their economic partnerships that help reduce poverty and create opportunity, pushing bilateral trade to record levels, expanding hi-tech collaborations and increasing students exchanges. Obama believes that the two countries are doing even more as global partners including more military exercises, greater cooperation in the Asia Pacific and Indian Ocean region and working together to confront climate change.
It is for the first time that any American President has categorically stated that he believes America can be India’s best partner. Looking at Indo-American relations from futuristic trajectory, Obama believes that future generations can look back at this moment and see that this was the time when the world’s largest democracy became true global partners. Reaffirming his conviction in power and progress of the two democracies, President Obama promised that continuing to deepen bilateral ties would be one of his foreign policy priorities during the course of his final year in the office.
President Obama was interacting with media and responded to the questions put to him about Indo-American relations. Interestingly, as we said in the beginning, while giving credit to Prime Minister Nawaz Sharif of Pakistan for boldly taking on some groups of terrorists in his country, he very candidly demanded of Pakistan to delegitimize, disrupt and dismantle” terrorist networks that operate from its territory.
Will Pakistan oblige Obama and dismantle its terror structure? This is the mother of all questions. Obama knows very well that terror structure in Pakistan is the brain child of her army. Pakistan army survives by its one-track obsession viz. anti-India policy. Kashmir is the latch-key of that policy. The legions covertly raised, trained, armed and provided for by Pakistan army are integral to her grand design of taking on India.
The fact of the matter is that Nawaz Sharif is denuded of all powers particularly relating to security, foreign affairs and Kashmir. Reduced to a rubber stamp, Nawaz Sharif is torn between charting a new course of friendship and good relations with India and discounting the role of the army in his plans for a new perspective of Pakistan. Without mincing words, we believe it is the US that has made democracy a distant dream for Pakistani nation. It has frugally helped Pakistan army turn into a rogue. Its intelligence organization amassed billions of dollars from CIA during Afghan war against the Soviets. Therefore, before advising Nawaz Sharif to stand up face to face with terror within the country, he should have dismantled the Pakistan army of the entire mighty arsenal and trillions of dollars his country has given to Pakistan to become the ally of the US and fight her enemies on a foreign soil. It is the enormous funding from the US, particularly the Pentagon that pushes Pakistan army to be aggressive and defiant. Creation of jihadi/terrorist organization by Pakistan army as its supplement is also its proxy war instrument against India. May we speak to Obama frankly? Mr. President, instead of pontificating what Nawaz Sharif should do or not do, please tell Pakistan army chief to take his hands off Pakistan’s foreign and Kashmir policy, dismantle jihadi structures and their sympathizers in the ISI, and restrict his soldiers to their barracks. Obama should bail out Nawaz Sharif from the stranglehold of Pakistan army so that he, as an elected leader of the people, has the freedom and power to establish rule of law. Pakistan’s democracy stands stifled by her army and the elected Parliament has become a hostage to the military.

Secretary Tourism Department has stated that the Government is taking steps to develop pilgrim and tourist destinations in Jammu region by exploring and developing various places of heritage. He was on an exploratory tour to Purmandal and Uttarbehni areas of Jammu. He believes that these places have potential to be promoted as pilgrim and heritage tourism spots. It is good that tourism department realizes the cultural value of various places in Jammu and intends to promote thee places either as pilgrim tourism or simple tourism. He has disclosed that his department is planning to work on a master plan of tourism for Jammu region and DPR will be prepared and implemented. He is also looking to the economic aspect of the projects and the inherent potential in them for providing employment and serving cultural and social aspirations of the people. We know that Jammu has potential for tourism keeping in mind the fact that tourist destinations have to be identified outside Jammu city as well in the districts and tehsils. Besides, our tourism should have the angle of trade and employment in its various projects under contemplation.

NEW DELHI, Jan 27: The government has not yet decided on fixing minimum import price (MIP) for steel, Commerce Secretary Rita Teaotia said today.
“No decision,” she told reporters when asked if the government has decided on MIP for steel.
Up to last year, India’s imports stood at about 9 per cent of what it used and this year, it’s somewhat higher. The record level was around 15 per cent.
The domestic steel industry is mainly worried about cheap imports from China. The proposal to fix a minimum price for in-bound shipment of certain steel products is aimed precisely to keep those imports in check.
The industry’s headache is cheap imports are impacting them adversely and could jeopardise billions of dollars of investment by domestic steel companies.
The steel companies have taken huge loans for capacity expansion and are now under severe stress.
But the downstream sector that uses steel favours continuing access to low-cost imports.
The steel sector is a major contributor to the burden of non-performing assets of state-owned banks, which are saddled with gross NPAs of around Rs 2.67 lakh crore at the end of March 2015. Gross NPAs of all banks came in at about Rs 3.09 lakh crore during the same period. (PTI)

WASHINGTON, Jan 27: An Indian-American businessman has been sentenced to 21 months in prison by a US court after being found guilty of operating an unlicensed money transmitting business.
The court has also ordered 43-year-old Sawan “Sunny” Shah, who owned, operated and managed several money transmitting companies in the Columbus area in Atlanta, Georgia, to forfeit USD 1,357,476.18.
According to court documents, Shah offered cheque cashing services to the public, including cashing of cheques that exceeded USD 1,000.
He knew that he and his companies were required to be registered with Financial Crimes Enforcement Network (FinCEN) and with the State of Georgia.
Neither Shah nor any of the businesses he controlled were registered with FinCEN or the State of Georgia as a money transmitting business or as a cheque cashier, the Justice Department said.
As part of his plea, Shah admitted that several individuals approached him about cashing tax refund cheques that were issued in the names of other individuals.
He agreed to do so and did not require proof of identification for the individuals listed on the cheques.
Shah charged fees of between 10 and 30 per cent of the value of the cheque, due to his knowledge that the cheques were involved in tax fraud, prosecuting authorities alleged.
In 2013 and 2014, Shah cashed approximately 567 federal tax refund cheques that totalled USD 1,357,476.18.
Shah admitted in plea documents that those cheques were the result of fraudulent claims for income tax refunds submitted in the names of stolen identities, the Justice Department said. (PTI)

NEW DELHI, Jan 27: FMCG firm Godrej Consumer Products Ltd (GCPL) today reported a 23 per cent increase in its consolidated net profit at Rs 323 crore for the third quarter to December, helped by lower costs.
Net profit in the same period a year ago stood at Rs 263.6 crore.
Its consolidated net sales rose 5.7 per cent to Rs 2,353.5 crore as against Rs 2,225.8 crore a year earlier, it said in a BSE filing.
During the quarter, GCPL’s India business branded net sales rose 8 per cent to Rs 1,261 crore whereas its international business grew 9 per cent on an organic constant currency basis.
Godrej Group’s Chairman Adi Godrej said: “In a challenging operating environment, we have delivered a resilient and competitive performance in third quarter of the current fiscal… Operating earnings growth was ahead of sales growth across most of our geographies, aided by lower commodity costs, calibrated price hikes, stringent cost management and effective leveraging of brand platforms.”
He further said: “Over the next few quarters, we will be introducing several exciting new launches to stimulate demand and extend leadership in our core categories. We are also enhancing our go-to-market infrastructure and investing strategically for future.”
In a separate filing, GCPL also announced third interim dividend of Rs 1 per share for 2015-16.

NEW DELHI, Jan 27: IT major HCL Technologies Ltd today announced acquisition of UK’s Point to Point Ltd and Point to Point Products Ltd for GBP 8 million (approx Rs 78 crore).
The company also fully acquired HCL Training and Staffing Services Private Ltd for Rs 2.35 crore.
In a BSE filing, HCL Technologies announced “acquisition of 100 per cent stake in Point to Point Ltd and Point to Point Products Ltd (jointly referred to as P2P), the companies incorporated in the UK and being a niche provider of complex workplace engineering services in the UK, for cash of GBP 8 million”.
It further said it has also fully acquired its promoter group firm HCL Training and Staffing Services Private Limited (HCLTSS), a company incorporated in India, engaged in the business of rendering of training in IT and ITeS.”
“This acquisition will enable HCL Technologies Ltd to supplement hiring of trained resources… The transaction is being done at a cash consideration of Rs 2.35 crore,” the company added.

LONDON, Jan 27: Model Gigi Hadid has been recruited to star in a Backstreet Boys video as a favour to bandmember A J Mclean.
The 1990s pop veteran agreed to appear in an upcoming episode of TV show “Lip Sync Battle” along with his bandmate Nick Carter following persuasion from Hadid.
However, Mclean insisted the pair would only agree to the appearance if Hadid, 20, promised to star in an upcoming music promo for the boy band, reported Contactmusic.
“We met Gigi for the very first time at (an) event up in New York, and she asked us to do it and I’m like, ‘Of course!’
“So, I said, ‘The next time the Backstreet Boys have any kind of video, you gotta return the favour and be the main girl in one of our videos,’ and she said, ‘Absolutely, for sure’,” Mclean added.
Hadid already has plenty of experience shooting pop music videos after playing a love interest for her real life boyfriend Cody Simpson in the video for his song “Surfboard”.

WASHINGTON, Jan 27: A Virginia resident who traveled outside the United States has tested positive for the mosquito-transmitted Zika virus, the Associated Press reported, citing health officials. Virginia Health Commissioner Dr Marissa Levine said the resident traveled to a country where the Zika virus transmission is ongoing, according to AP. Levine said this person poses no risk to other residents, because it is not mosquito season in Virginia, AP reported. The mosquito-borne virus has been linked to brain damage in thousands of babies in Brazil. There is no vaccine or treatment for Zika. (agencies)

MILWAUKEE, Jan 27: A Milwaukee man who authorities said was planning to kill dozens of people in a mass shooting at a Masonic temple has been arrested and charged with possession of two machine guns and a silencer, federal officials said. Samy Mohamed Hamzeh, 23, told two undercover FBI agents he planned to carry out the shooting at a Masonic temple in Milwaukee in an attack that would be “known the world over” and in order to “ignite broader clashes,” the US Department of Justice said in a statement yesterday. NEW DELHI: Government has set up a 13-member Empowered Committee of Secretaries (CoS) headed by Cabinet Secretary for processing recommendations of the 7th Central Pay Commission, which has bearing on remuneration of 47 lakh Central Government employees and 52 lakh pensioners.
“The Empowered Committee will function as a screening committee to screen the recommendations of the Commission after taking into account the views of the concerned stakeholders… So as to firm up the final conclusion for approval of the Cabinet,” said an office memorandum of the Finance Ministry.
The implementation of the new pay scales is estimated to put an additional burden of Rs 1.02 lakh crore on the exchequer in 2016-17. Subject to acceptance by the Government, they will take effect from January 1, 2016.
The final recommendations of the committee will be submitted for approval of the Cabinet.
On January 13, the Cabinet had approved setting up of the panel. (AGENCIES)

NEW DELHI: The Supreme Court today issued notice and sought response from the BJP-led Government on the issue of sacking of UPA-appointed Governors of Uttarakhand and Pudducherry in 2014 when it came to power, terming it as “a serious matter”.
A five-judge constitution bench headed by the Chief Justice T S Thakur, which was hearing a petition filed by Aziz Qureshi and Virendra Kataria, former Governors of Uttarakhand and Pudducherry respectively, sought response from the Centre within four weeks and posted the matter on March 28.
Qureshi, who was eased out as Governor soon after Narendra Modi Government came to power in May 2014, had alleged that then Home Secretary had threatened him to resign from the post or face removal. Kataria, a former Congress leader, was also sacked as Puducherry Governor in July 2014.
During the hearing, the bench, also comprising Justices F M I Kalifulla, A K Sikri, S A Bobde and R Banumathi, observed that “it is a serious matter”.
“We may also have to lay down a format in which communications with such high constitutional dignitaries takes place,” the bench observed. (AGENCIES)

NEW DELHI: A job portal exclusively for Persons with Disabilities (PwDs) was launched here today.
Through the National Job Portal, PwDs will be able to avail the different facilities such as self employment loan, education loan, skill training, link to scholarships and information about jobs in a single window platform.
“Government has given very high priority to skill training programme for persons with disabilities and has a target for skilling five lakh persons in next three years. The skill training will be provided by a network of 200 clusters of ‘Training Partners’ with financial assistance from government. A time-bound action plan has been prepared for this purpose, the Government will also pursue private sector for providing them job after the training,” Social Justice and Empowerment Minister Thaawar Chand Gehlot said.
He said assistance for education and medical treatment has been given a big thrust by Government. Recently, a scheme has been launched to plant an especial device for assistance to deaf and dumb children. So far, within one and half months, 305 children have been provided this device. (AGENCIES)
