Fix patches transform beliefs

A newly married couple’s two year relationship strained to breaking point but fortunately, rupture was averted. The young lady described what was happening on every tiff over trivial issues.  For what could have been enjoyable years of marriage, were only laden with anger and annoyance as she had been the victim of daily criticism from her appearance and dress to her housekeeping and cooking.  This belittling had aggravated and escalated the situation to a point of physical abuse.  Her husband had been angry whenever she confronted him with questions about “caring and respecting her views and opinions.” Now that misery was compounded by the danger of bodily harm and emotions, she was advised by elders and friends to breakaway legally.
But being a unique persona, she rather than sentencing herself to a lifetime of loneliness embraced her husband for one more chance.    She felt that it was better to have her husband in the house, even with the abuse that was remedial, than to have no one there at all. Well, that is paradoxical for any person who is subject to this kind of treatment and in such situations, where we betray our power, dignity and self confidence; it is not surprising to experience precisely what she had been feeling.  The questions that erupt are the beliefs that bring anger, agony, despair and discomfort examples of a limited way of seeing the world that she might have thought of or was she really asking something even more cardinal- fast transforming beliefs that she would like to heal past?
Metaphorically, the young couple’s tiffs are similar to a situation of a computer programme that hits system every time due to a virus or an error and the system hangs on.  Regardless of how adeptly a computer program is installed or how professional the programmers are, there is always the possibility that it will malfunction at some point and for one reason or other. So some beliefs we grain into the reflector of consciousness will have a defect that lead us to perpetuate the experiences that hurt us.  But the question arises; if our world is really a simulation created by a sophisticated computer, could the program ever have a problem?  Could the computer of universal consciousness ever face a malfunction?  And if so, would we know it if we saw it.  John. D. Barrow a mathematician and cosmologist explored this very question, stating, “If we live in a simulated reality, we might expect to see occasional malfunctions in the supposed con-stants and laws of nature over time, that even the most intelligent programmers would create programs with errors and it is a matter of time before we scan critical areas for a virus removal…”
A malfunction in our consciousness however, does not mean that programme was wrongly devised by the architect.  In fact, it is run under the condition for which it was originally designed.  Sometimes, however, a programme made for one condition may not function, but does really well in another set of environment.  Quantum physicists have discovered that physical atoms made up of vortices’ of energy are constantly spinning and vibrating around human aura.  These atoms have tremendous energy and human consciousness connected to it can influence behaviour and even remove virus through meditative scanning.
We all know that the world was hit by a malware on the last day of the year 1999.  The world was defenceless as the date codes were set to expire on that last day.  A Y2K patch was made available to the users that allowed smooth transition from 1900s to 2000s. The point here is that small code chip inserted into the original software solves a problem.  Whether we are aware of it or not, software patches play a powerful role in our lives.
Believe that life is evolving and worth living, it is moving to perfection through transformation.  Hatred, fear and violence in the world of consciousness are viruses of belief system.  We believe, feel and share with more than seven billion, we learn to experience so much in other way and so deeply that they ultimately make us sick.  Could, something similar as that of the young couple hit our belief system and if so, can we fix our virus as the young lady did? Can we rewrite the beliefs that may have limited us in the past?  Yes, broken relationships can be realigned with belief transformation.  Leaving is a choice, so is staying but no one, only you can make that decision.

UN draft resolution asks UN to refer North Korea to ICC

UNITED NATIONS, Oct 31:  The European Union and Japan have circulated a draft UN resolution that condemns “gross” human rights violations in North Korea and encourages the UN Security Council to refer the reclusive Asian nation to the International Criminal Court.
The draft General Assembly resolution encourages the council to consider targeted sanctions against those “who appear to be most responsible” for acts that a groundbreaking UN commission of inquiry report early last year said “may constitute crimes against humanity.”
Marzuki Darusman, the special rapporteur on human rights in North Korea, yesterday put the spotlight on forced labor in North Korea as a human rights violation in a report to the General Assembly Wednesday that also cited summary executions, arbitrary detention, torture, massive ill-treatment of individuals in political prison camps and severe discrimination based on social class.
The draft resolution, obtained by The Associated Press, strongly asks the North Korean government to immediately end human rights violations, close prison camps and tackle the root causes leading to people fleeing the country.
The 193-member General Assembly is expected to vote on the resolution in December.
North Korea’s dismal human rights situation has been under attack for more than a year. The groundbreaking UN inquiry forced Pyongyang to discuss an issue it usually disdains.
Last December, the General Assembly approved a non-binding resolution asking the Security Council to refer North Korea’s human rights situation to the ICC but the council so far has not taken any action, mainly because of opposition from China, an ally of Pyongyang.
This year’s draft resolution expresses “grave concern” at the commission of inquiry’s findings and the lack of accountability.
It stresses North Korea’s responsibility “to protect its population from crimes against humanity” and condemns “the longstanding and ongoing systematic, widespread and gross violations of human rights” in the country.
It singles out rights violations including reports of torture, the extensive system of prison camps, limits on freedom of movement, and severe restrictions on freedoms of thought, conscience, religion, opinion, peaceful assembly, association, privacy and access to information. (AGENCIES)

Mufti calls back doctors who have gone abroad

SRINAGAR: Doctors from Jammu and Kashmir who have moved out of the country should consider returning to their roots, Chief Minister Mufti Mohammad Sayeed said today while promising a conducive atmosphere for medical fraternity.
He also talked about the need for creating a corpus to cater to the needs of the poor patients and invited non-resident doctors of the state to contribute to this fund, saying he has discussed with the Centre the issue of facilitating such donations.
“I want some of our eminent doctors who have made a mark internationally to consider returning to their roots,” Sayeed said addressing the Annual Day function of Government Medical College (GMC) Srinagar.
“I assure the medical fraternity that the Government will provide conducive atmosphere for healthcare sector in the state,” he said.
During his address, he noted the need for creating a corpus fund for poor patients.
“Large number of poor people approach me for medical aid under CM’s Relief Fund and I am not able to provide the required assistance to all in view of limited resources. Poor people who are required to undergo kidney transplant, open heart surgeries and procedures for management and treatment of terminal illness like cancer have no access to expensive medical treatment,” he said. All 224 on board Russian plane killed in Egypt crash

CAIRO: All the 224 people, including seven crew members, on board a Russian Airbus aircraft were killed today when it crashed in a mountainous region in Egypt’s Sinai Peninsula for which the Islamic State terror group claimed responsibility.

Egyptian security officials said there were no survivors among the 217 passengers- 214 Russians and three Ukrainians – and seven crew members. The passengers were mostly tourists.

Most of the 100 bodies recovered so far from the site of the crash were burned, Egyptian officials said adding that the wreckage was found roughly 100 kilometres south of the North Sinai town of El-Arish.

The wreckage was found in Hasana area, along with the plane’s black boxes. An official described the crash site as a “tragic scene” with bodies of victims still strapped to seats.

The Airbus A321-23 lost contact with Egyptian air traffic control 23 minutes after it took off from the Red Sea resort of Sharm El-Sheikh for St Petersburg early today.

An affiliate of the Islamic State (IS) group in Egypt, which is waging a deadly insurgency in the Sinai, claimed it downed the plane, but did not say how. (AGENCIES)

MUMBAI: By raking up the beef ban issue, the sangh parivar has compounded the problems of Jammu and Kashmir where the PDP-BJP Government faces an “acid test” to bring good governance, former RAW chief A S Dulat today said.

He said people of the Valley are “extremely frustrated” with the presence of army in their backyards.

A member of the National Security Advisory Board, Dulat said,”Now, when a militant is killed in the Valley, thousands of Kashmiris take part in his last rites, just because they are fed up and extremely frustrated seeing the armed forces in their backyards throughout the day.”

“Sangh Pariwar has compounded the prevailing problems by enforcing beef (ban) issue. This is going to be an acid test for the Mufti Government, which is yet to bring good governance in the State,” Dulat, who is regarded as one of India’s leading experts on Jammu and Kashmir issue, said. (AGENCIES)

7 civilians hurt in grenade attack

SRINAGAR: Seven civilians, including a woman, were injured today as suspected militants threw a grenade on a road aiming to target a vehicle of security forces in Anantnag town, about 55 kms from here.

The grenade thrown by the militants missed the intended target and exploded on the roadside, injuring a woman and six other civilians, police said.

The injured have been rushed to the local district hospital for treatment, police added.

A hunt has been launched to nab the militants involved in the attack, police said.

No militant outfit has claimed responsibility for the incident. (AGENCIES)

Suspected overground worker detained in Kathua

JAMMU: The special operations group (SOG) of the police has detained a suspected Overground Worker (OGW) from the Kathua district.

Mohammad Lyag a resident of Khadwa village in Bani area of Kathua district was detained yesterday over his suspected links with terrorist outfits, a police officer said.

At the time of his detention, the SOG team recovered one laptop, three rounds of SLR, three rounds of .303 and few gelatin sticks from his possession, the officer said.

He said that Lyag has been brought to Jammu by the SOG team for questioning and to ascertain his role in the militancy related activities. (AGENCIES)

Petrol price cut by 50 paise/litre; no change in diesel rates

NEW DELHI: Petrol price was today cut by Rs 0.50 per litre but there will be no change in rates of diesel.

Petrol will cost Rs 60.70 per litre in Delhi from midnight tonight as against Rs 61.20 currently, Indian Oil Corp, the nation’s largest fuel retailer, said.

This is first change in petrol price since September 1 when it was cut by Rs 2 per litre to Rs 61.20 in Delhi.

Subsequent fortnight did not see any rate change in petrol.

Diesel rates though not changed today, had been hiked twice since then, by 95 paise on October 16 and by 50 paise on October 1.

“The current level of international product prices and Rupee-US Dollar exchange rate warrant a price decrease, which is being passed on to consumers with this price revision,” IOC said in a statement. (AGENCIES)

HYDERABAD: Riding on a splendid show by their batsmen, Jammu and Kashmir posted a mammoth first-innings total of 460 against Hyderabad on the second day of their Ranji Trophy group C match here today.
After skipper Mithun Manhas’ 150 yesterday, the visiting side rode on Parveez Rasool’s 120-ball 75 and Ram Dayal’s 48 to get over the 400-run mark and grab the edge.
For Hyderabad, Anwar Ahmed was the best bowler with a haul of 5/92.
In reply, Hyderabad were 113/2 in 41 overs with opener Tanmay Aggarwal’s 57 being their best individual score so far. Rohit Sharma picked up both the wickets that fell today ending the day with figures of 2/33.

Internal security going to be a big challenge for India: Doval

HYDERABAD: Managing internal security is going to be a major challenge for the country, National Security Advisor Ajit Doval today said as he asked the police force to train and equip themselves to tackle the “fourth generation” warfare with an invisible enemy.
Speaking after reviewing the passing out parade of the 67 RR (2014 batch) of Indian Police Service (IPS) probationers at Sardar Vallabhbhai Patel National Police Academy (SVPNPA) here, Doval said India cannot become a great and powerful country without managing its internal security.
“When you retire probably from 35-37 years from now, this will be an entirely new India. This will be an India, which will be a global power and it will be a big and great India, which will have great economic challenges, great economic opportunities and which will have much greater population, more opportunities and more problems,” he said.
Stating that India would face more and more internal security problems, Doval said, “You cannot have a great powerful country if you cannot manage its internal security. It is only the policemen who can fight this battle and win it. Train yourself to become powerful intellectually, emotionally and spiritually, as strong as possible you can.” (AGENCIES)

Waitlisted passengers to get confirmed berth under ‘Vikalp’

NEW DELHI :  Railway is launching a new scheme tomorrow under which waitlisted passengers can get confirmed accommodation in next alternative train if they opt for the option while booking their tickets online.
Known as Viklap, the alternative train accommodation scheme will take off in trains running on Delhi-Lucknow and Delhi-Jammu sectors from November 1, on a pilot basis.
Initially, Vikalp scheme will be available only for the tickets booked through internet for six months and option will be limited to mail and express trains on the two selected routes, said a senior Railway Ministry official.
As per the scheme, waitlisted passengers of a train would be given option of getting confirmed accommodation in the next train running on the route.
Railway aims to achieve the twin objectives of providing confirmed accommodation to waitlisted passengers and ensure optimal utilisation of available accommodation by this scheme.
While there is a huge demand for train berths in certain sector round the year, some routes witness increased rush during festive season.
Describing the scheme as a “passenger friendly” move to provide confirmed accommodation to waitlisted passengers in alternative trains, the official said, the scheme will be extended to reservation booking counters and also on other routes after getting the feedback.
Passenger, if opts for the Vikalp scheme while booking tickets online, will get SMS alert on their mobile phone about getting confirmed accommodation in alternative train.
As per the scheme, there would be no extra charges taken from the passenger or any refund provided for the difference of fare.
The name of passenger who have been provided accommodation in the alternative train will not figure in the waitlisted charts of their original train, the official said, adding a separate list of passengers transferred in alternative train will be pasted along with the confirmed and waitlist charts. Pain of not getting farewell game shall always remain: Sehwag

 

NEW DELHI:Virender Shewag, who has recently called time on his glorious international cricket career, says the sadness of being “deprived of a farewell game shall always remain” in his mind.

“Had the selectors told me that they were going to drop me, I could have requested them to allow me to play my last Test in Delhi and then announce my retirement, but they did not give me that opportunity.

“A sort of sadness shall always remain in my mind that I was not allowed to retire while playing, but anyway, it’s all a part of life for a sportsman, who, while playing, never realises when he should retire, but he starts thinking about it when he is dropped,” Sehwag told India TV’s show ‘Aap Ki Aadalat’.

The explosive batsman made 23 Test centuries and 15 tons in ODIs.

“I would like to ask: Should not a player who has played 12 to 13 years for his country, deserves a farewell match?”

On organisers planning to give him a farewell during the forthcoming Test in Delhi between India and South Africa starting December 3, Sehwag said: “If that is so, it will be good. If BCCI cannot organise, at least DDCA should do. It’s not a question of me alone, every player who retires should get a farewell.”

The former opener said there should be fixed criteria for selection of players, whether senior or junior.

“If a player fails to perform in four or five consecutive matches, he should be dropped irrespective of whether he is a senior or a junior player,” he said.

Sehwag recounted an incident involving Australian player Michael Clarke.

“I and Sachin were batting in Australia. Michael Clarke had been inducted fresh. He was frequently telling Sachin ‘you’re too old, you can’t field, you can’t do this, you can’t do that’. I went up to Clarke and asked his age. He said, 23. I told him Tendulkar has made more centuries than your age”.

The 37-year-old further said, “Had India played two more Test series against Pakistan, I could have completed 10,000 Test runs. I have made 8,586 Test runs. We stopped playing home series or away series against Pakistan since 2006. If you see my batting averages particularly against Pakistan, you will find my batting averages between 90 and 100.”

Asked why he had been prolific in his performances particularly against Pakistan, Sehwag said, “It’s because of rivalry between both countries in sports. The grounds are always full, and the expectations among fans are high. This is because Pakistan was earlier a part of undivided India, that’s why the rivalry is big and everybody becomes excited.” (PTI)

No one can meddle in the process of judicial appts: Prez

 

NEW DELHI: Irrespective of system of judges’ appointment, the process must operate on “well-established and transparent principles to select the best” and no one can meddle with it, President Pranab Mukherjee today said while asking the judiciary to “reinvent itself through introspection and self-correction”.

The statement, made in the backdrop of the historic apex court verdict quashing the National Judicial Appointment Commission Act, assumes significance as the President said that the judiciary is “autonomous” and a vital feature of democracy.

“…The appointment process must conform to the highest standards of probity. Whichever system of appointment we follow, it must operate on well-established and transparent principles to select the best.

“No one can meddle in the process. An autonomous judiciary is a vital feature of democracy. Yet being an important pillar of democracy, it must reinvent itself through introspection and self-correction, as and when necessary,” the President said while inaugurating the Golden Jubilee Celebrations of the High Court of Delhi at Vigyan Bhawan here.

Mukherjee also said that there was the need for quick justice delivery system which should be “accessible” and “affordable” to all.

“Delay in administering justice is as good as denial. There are over 60,000 court cases pending in the Apex Court, another over 40 lakh pending in the High Courts, and over 2.6 crore in the district and subordinate courts. The phenomenon of high pendency must change through multi-dimensional effort.

“Courts must have enough resources to boost their infrastructure. Vacancies in judicial positions must be filled up on priority. Having said that, expeditious selection must be no ground for sacrifice on quality,” he said.

The President also hailed the Delhi High Court for its efforts in witness protection scheme, e-filing and adopting mediation and conciliation as tools for alternate dispute resolution mechanism.

He also lauded the theme ‘Justice for all’ of the year-long Golden Jubilee celebration and said that the common law principle of ‘locus standi’ has been enlarged by the judiciary to broaden the scope of justice.

Besides the President, Chief Justice of India H L Dattu, Delhi High Court Chief Justice G Rohini, Lt Governor Najeeb Jung and Delhi Chief Minister Arvind Kejriwal also spoke at the function.

The President dealt with the advent of Public Interest Litigation and said, “In the support of rights, courts have found a post card or newspaper article to be material enough to set-off judicial action. This has helped to bring justice closer to the common man.”

He also referred to the issue of “judicial activism” and said, “it should not lead to the dilution of separation of powers. Each organ of our democracy must function within its own sphere and must not take over what is assigned to the others. In the exercise of powers by the legislature and executive, it is subject to judicial review.

“However in the exercise of powers by the judiciary, the only check possible is self-imposed discipline and self-restraint by the judiciary. The balance of power between the three organs of the state is enshrined in our Constitution. The Constitution is supreme. The equilibrium in the exercise of authority must be maintained at all times.”

Provision of free legal service to the weaker sections would provide a strong impetus to the cause of ‘Justice for all’, he said.

The Chief Justice of India, speaking at the function, referred to the contribution made by the Delhi High Court through its outstanding judges and lawyers.

He also referred to the contribution made by Justice H R Khanna, one of the four first HC judges who later went to become a Supreme Court judge.

“Over the years, both the volume and number of litigation have increased many folds. However, the members of this court have remained undominated and their hard labour has resulted in a phenomenal rate of disposal.

“They have not sacrificed on the quality of justice with the quantity. This happened because of the endeavour of the judges and the bar,” he said.

The CJI also appreciated the steps taken by the High Court in adopting mediation and conciliation as tools for alternate dispute resolution mechanism. (PTI)

No talks between India, Pak is destructive for Kashmir: Farooq

 

SRINAGAR: National Conference chief Farooq Abdullah today expressed his displeasure over the deadlock in talks between India and Pakistan, saying the two nations should not close the doors on dialogue to solve the Kashmir issue as its absence was destructive for Kashmir.

Slamming the war of words between the two countries, he asked India and Pakistan to desist from making statements which were “bound to widen the gap”.

The former Jammu and Kashmir chief minister suggested more people-to-people contact and ease visa rule for easy movement of people from either side of the Line of Control (LoC) to bridge the gap.

He asked India, Pakistan and Afghanistan to “think alike and act in unison” to fight terrorism, without considering that one is a big nation and the other is small.

“No dialogue (between India and Pakistan) is a cause of destruction for us (Kashmir). India and Pakistan have to talk and solve the issue. The problem has to be resolved and they should not close the doors on dialogue,” he said, after an interaction with a civil society delegation from cross-LoC at his Gupkar residence here.

A 50 member delegation, including 11 from Pakistan Occupied Kashmir (PoK) and Gilgit-Baltistan, was in Srinagar for a three-day cross-LoC conference in which all stakeholders were urged to restart the processes towards resolving the Kashmir issue.

Abdullah said, “small pebbles” can be removed by dialogue between the two countries at various levels and then both the Prime Ministers can talk to resolve the issues.

“This is not something impossible. If both of them feel that the nations are getting destroyed due to the issue, then they should not stop the dialogue,” he said, and suggested back channel talks to reach a consensus to address outstanding issues.

Terming as “wrong” the war of words between the two countries, he said, we should desist from such statements which are bound to widen the gap, instead of bridging it.

“This (statements of intolerance) is wrong. I feel that our people should desist from such statements and when we will desist, I am sure that such statements will also cease to come from that nation (Pakistan), which otherwise widens the gap. If we have to bridge the gap, then we should desist from such statements,” Abdullah said.

He advocated for more people-to-people contact, easy movement from either side of the LoC and work for giving impetus to activities related to tourism and trade between the two divided parts of Kashmir.

“The biggest thing that should happen is people-to-people movement in both the parts should be made easy. The gap cannot be bridged by a visa which has a problem that we have to first find 10 people and then only can we go there.

“If we really have to bridge the gap and unite people, then we have to do away with this visa rule and allow people to visit both the regions easily. Trade and tourism should also be made easy and there should not be limitations on the items to be traded,” he said.

On the issue of fight against terrorism, he said, if we have to save ourselves from the wrath of terrorism, both the nations (India and Pakistan) as well as Afghanistan (which) is also our neighbour, all three should talk and jointly address the issue.

“There should not be a notion that I am a bigger nation and the other is smaller. If we really have to fight this (terrorism), then India, Pakistan and Afghanistan should think alike and act in unison,” Abdullah said.

The delegation also favoured the dialogue process between the two countries should continue.

“We were here for a cross-LoC dialogue to try to end the tension between India and Pakistan. We want the dialogue process between the two countries to continue and not stop. We also want that the people from both parts of Kashmir should be involved in the peace process and know what was happening in this regard,” Mohammad Arif Urfi, a resident of Muzafarabad and a member of the delegation, told PTI.

He said there should be more people-to-people contact between the two parts of Kashmir.

“I had to migrate from here when I was just one-and-a-half year old. My family lived in Islamabad (Anantnag). I wanted to go there, but we were not allowed. We were allowed to travel to Srinagar only. I want that people should be able to move freely,” said Urfi, a television journalist who is working for peace in the sub-continent. (PTI)

Sheena case: Judicial custody of Indrani, 2 other accused extended

MUMBAI :  A metropolitan magistrate court here extended the judicial custody of Indrani Mukerjea–prime accused in Sheena Bora murder case–and two others till November 7 after their 12-day remand ended today.
This was the first time when all the three accused –Indrani Mukerjea, her former husband Sanjeev Khanna and driver Shyamvar Rai–were produced before the court after CBI took over the investigations in the case last month.
During the hearing, CBI today prayed that it may be given further permission to interrogate the trio in the jail, which was granted by Magistrate N B Shinde (till November 7).
When the court sought to know from the CBI lawyer if Indrani has been interrogated, he said the agency has done so twice, but still it was necessary to further quiz her.
Earlier, the court had allowed CBI to question all the three accused in jail till October 31 (today).
CBI has sought Indrani’s voice samples for verification as it has got hold of some call records which purportedly featured her voice.
When the matter came up today, Indrani’s lawyer Gunjan Mangala told the court that her client has been feeling drowsy and proper medical treatment should be given to her.
Mangala told the court that Indrani has cooperated with the probe agency but her medical condition was not well.
“When her (Indrani’s) medical condition is not good, she should not be interrogated,” she urged before the court.
At this, the magistrate directed the agency to get a fitness (report) from the concerned authorities before interrogating her (in jail).
The court also directed Indrani’s lawyer to take consent from her to conduct voice sampling on her.
To which, Mangala told the court that she (Indrani) was palpitating and was not medically and mentally fit to give consent for the voice sampling test.
The only time Indrani spoke today was when the court asked her “are you not in a position (to give your consent for voice samples) to which she replied, “No..Sir”.
The local court on October 19 had extended the custody of Mukerjea, her former husband Sanjeev Khanna and her driver Shyamvar Rai till October 31.
Indrani, Khanna and Rai have been arrested on the charge of murdering 24-year-old Sheena and disposing off her body in a Raigad forest in April 2012.
Indrani was recently hospitalised after her platelet count dipped drastically. However, doctors at JJ hospital had later made it clear that she had not contracted dengue as suspected.
Earlier, on October 2, Indrani was taken to J J from Byculla womens’ prison in an unconscious state, fuelling speculation that she had overdosed on anti-depressant drugs. But the probe by Inspector General (prisons) ruled out the possibility of drug overdose, poisoning or suicide bid.
On October 6, the 43-year-old was discharged and sent back to jail. (PTI)

ISRO’s GSAT-15 to be launched on Nov 10 from French Guiana

CHENNAI :  ISRO’s latest communication satellite GSAT-15 is all set to be launched on November 10 from French Guiana on board Ariane 5.
The Indian space agency, as part of augmenting telecommunication services, had earlier launched communication satellites GSAT 14 and GSAT 6, respectively.
GSAT 14 was launched in January 2014 while GSAT 6 on GSLV in August 2015.
“In its 10th mission, scientists at Arianespace recently integrated GSAT-15 satellite with the launcher (Ariane 5)”, Arianespace said in a statement.
Preparations for Arianespace’s sixth heavy-lift mission have advanced into payload integration phase with GSAT-15 satellite making its first contact with the launch vehicle, it said.
GSAT-15, developed by ISRO, would provide C- and Ku-band telecommunications and navigation services to India. It will have a lift off mass of 3,164.5 kgs.
“Flight VA227 (Ariane 5) is set for a November 10 lift off. It will mark Arianespace’s 10th launch this year”, it said.
GSAT-15 would be launched along with Arabsat-6B, set up by the Arab League Inter-governmental Organisation. Arabsat will be launched to provide telecommunications and television broadcast services for Middle East and African region.
The mission life of GSAT-15 will be 12 years. (PTI)

Suspected militants hurl grenade; two injured

SRINAGAR :  At least two civilians were injured today in a grenade attack by suspected militants on a security force vehicle at Anantnag town in south Kashmir, police said.
The assailants hurled a grenade towards a security force vehicle at Anantnag town but missed the intended target, a police official said.
He said the grenade landed and exploded on the roadside, injuring at least two civilians.
The injured persons have been rushed to the local district hospital for treatment, he added. (PTI)

Russian plane ‘completely destroyed’ in Egypt crash

A Russian plane carrying more than 200 passengers from the Egyptian resort of Sharm el-Sheikh has crashed in central Sinai with most of those on board feared dead.

The jet, operated by the Russian company Kogalymavia and branded as Metrojet, was “completely destroyed with all on board likely to have died”, a security officer from the search and rescue team said.

But officers at the scene said the voices of trapped passengers could be heard from a section of the crashed plane. Destined for St Petersburg, it was carrying 224 people, including 17 children and seven crew members.

“There is a section of the plane with passengers inside that the rescue team is still trying to enter and we hope to find survivors, especially after hearing pained voices of people inside,” an anonymous officer told Reuters.

Egypt’s health ministry had dispatched 45 ambulances to the scene to “evacuate the dead and wounded” which could indicate the possibility of survivors, though this remains unconfirmed. At least five of the children on board are feared dead.

The crash site was found on Saturday morning in southern Arish, a mountainous area of central Sinai, but poor weather conditions were making it difficult for some rescue crews to reach the scene, the security officer said.

Northern Sinai is home to groups of Islamist militants, many affiliated to Islamic State, but there were no indications the plane was shot down, Egyptian security sources told Reuters.

A statement from the Egyptian prime minister’s office said Sherif Ismail had formed a cabinet-level crisis committee to deal with the crash, which was believed to have been caused by a mechanical failure.

The plane, which had a tail number of EI-ETJ, lost contact 23 minutes after takeoff while flying at more than 30,000 ft above sea level, according to the plane tracker website Flight Radar. It had begun to make a steep descent at a rate of 6,000 feet per minute shortly before communications were lost.

Russia’s aviation authority, Rosaviatsiya, said flight 7K9268 had left at 03:51 GMT and was due into St Petersburg’s Pulkovo airport at 12:10, it told TASS news agency. The plane had failed to make scheduled contact with Cyprus air traffic control and disappeared from the radar.

Russian President Vladimir Putin expressed his deepest condolences to the families of victims of the crash of a Russian airliner in Egypt, Russian news agencies reported. Putin also ordered government ministries to offer immediate assistance to relatives of those killed. (Agencies)

Russian plane carrying 224 people crashes in Sinai; crashsite located, most passengers feared dead

A Russian airliner carrying 224 passengers and crew crashed in Egypt’s Sinai peninsula on Saturday, the Egyptian prime minister’s office and civil aviation ministry said.

The Airbus A-321, operated by Russian airline Kogalymavia with registration number KGL-9268, was flying from the Sinai coastal resort of Sharm el-Sheikh to St Petersburg in Russia when it went down in a desolate mountainous area of central Sinai soon after daybreak, the aviation ministry said.

Egypt’s air accident chief had said on Saturday that a missing passenger plane on its way to Russia had safely left Egyptian airspace and made contact with Turkish air traffic control.

The sources said the passenger plane was mainly carrying Russian tourists.

2:33 pm (IST): Seventeen children were among the passengers onboard, Russia’s RIA news agency quoted a source in the Russian aviation authority as saying.

Excessive political correctness stifles progress, says Rajan

NEW DELHI :  Amid a ragging debate over intolerance, Reserve Bank Chief Raghuram Rajan today said excessive political correctness stifles progress and called for an improved environment for tolerance and mutual respect.
Rajan also said protection of right to question and challenge was essential for India to grow.
Speaking at the convocation of IIT Delhi, the RBI Governor said actions that physically harm anyone or show verbal contempt for a particular group, so that they damage the group’s participation in the marketplace for ideas, should certainly not be allowed.
“Sexual harassment, whether physical or verbal, has no place in society. At the same time, groups should not be looking for slights any and everywhere, so that too much is seen as offensive; the theory of confirmation bias in psychology suggests that once one starts looking for insults, one can find them everywhere, even in the most innocuous statements,” he said.
On whether ideas or behaviour that hurt a particular intellectual position or group be banned, he said: “Possibly, but a quick resort to bans will chill all debate as everyone will be anguished by ideas they dislike. It is far better to improve the environment for ideas through tolerance and mutual respect.” (AGENCIES)

Over 60 mln people affected by UNSC malfunctioning: India

UNITED NATIONS :  Making a strong pitch for urgent reform of an “ineffective” Security Council, India has said the UN body’s “malfunctioning” has affected over 60 million people and resulted in huge human and economic costs in terms of wars and conflicts.
“We note that that an ineffective Security Council has meant huge human, economic and environmental costs in terms of wars and conflicts, which the international community cannot justify,” India’s Permanent Representative to the UN Ambassador Asoke Mukerji said here yesterday.
“The figures speak for themselves, especially the single biggest statistic of more than 60 million people affected by the malfunctioning of the Security Council,” he said during the General Debate of the General Assembly on ‘Question of equitable representation and increase in the membership of the Security Council’.
Mukerji emphasised that the international community’s work on UNSC reform cannot be seen in “isolation” as some kind of academic exercise which has no relation to the world.
“The very fact that our leaders, unanimously, adopted the most ambitious Agenda 2030 to eradicate poverty from the face of the earth within one generation gives our work a context and framework.
“The longer we delay in reforming the Security Council, the more pressure we put on the successful implementation of Agenda 2030, especially for developing countries,” he said.
The debate was convened by UN General Assembly President Mogens Lykketoft days ahead of the commencement of the next round of Inter-Governmental Negotiations (IGN) under a new chair — Luxembourg’s envoy to the UN Sylvie Lucas.
This will be the first round of IGN talks after the UNGA had adopted last month by consensus a negotiating text that would form the basis of further talks on the reform process.
India’s candidature as a permanent member of a reformed and expanded Security Council was supported by permanent member the UK as well as by France.
In the debate yesterday, Pakistan opposed creation of new permanent seats and said the body instead needed expansion in the category of elected seats given the increase in the UN’s membership since the Council was last expanded five decades ago.
“A few countries have sought to promote their self- arrogated right to a privileged and unequal status. And they have maintained this rigid position since the process began about two decades ago,” Pakistan’s envoy to the UN Maleeha Lodhi said in her remarks.
She said this “rigidity and blind pursuit of national ambition is the real reason for our persisting failure to achieve a more democratic, accountable, transparent and effective Security Council,” she added.
Lodhi said the democratisation of the Council required the aggregation and promotion of the interests and aspirations of all member states, no matter their size.
She said there was no evidence to support the argument that more permanent seats could enhance the Council’s legitimacy, calling on member states to “soberly” think whether permanence was a solution to “so-called present day political realities” that were themselves transient.
“Had there been flexibility on the part of delegations that had unjustifiably insisted on securing permanent seats, many member states would have already played a positive role in the Security Council,” she said.
Mukerji called for an announcement of a fixed schedule of meetings of the IGN beginning early next month, at a regular interval to commence text based negotiations, saying that meetings should be held at least once a week given the urgency of the subject at hand.
He said India looks forward to the Chairperson circulating a communication conveying the substantive agenda of these negotiations during the 70th session “based on the text.” (PTI)

Stage set for 4th phase voting in Bihar, stakes high for BJP

PATNA :  Voting will be held in 55 seats tomorrow in the penultimate phase of Bihar election, with stakes high for BJP as it had along with its then ally JD(U) bagged majority of seats in last Assembly polls.
BJP had won 26 out of 55 seats spread across seven districts of Muzaffarpur, East Champaran, West Champaran, Sitamarhi, Sheohar, Gopalganj and Siwan in 2010 Assembly polls. Its then ally JD(U) had emerged victorious in 24. RJD had won 2 seats and Independents 3.
But the scenario has changed this time. From the grand secular alliance camp, RJD has now fielded candidates in 26 constituencies followed by JD(U) in 21 and Congress 8.
From NDA on the other hand, BJP fielded its nominees in 42 seats in this phase, LJP in 5 and Hindustanti Awam Morcha and Rashtriya Lok Samata Party (RLSP) in 4 seats each.
A total of 1,46,93,294 electorate will be able to cast vote on 14,139 polling stations on November 1 to elect their representatives from 776 candidates of which 57 are women.
On the basis of assessment of security situation, polling will be held from 7 AM to 5 PM in 43 constituencies, while it will be shortened by one hour in 8 seats and voting would end at 3 PM in four seats, Additional Chief Electoral Officer R Lakshamanan said.
He put the number of polling stations in LWE (Left Wing Extremist) affected areas at 3043.
Altogether 1163 companies (each comprising 100 personnel) of Central Paramilitary Force and state police will be posted to ensure free and fair elections.
A total of 38 motor boats will be pressed into services for riverine patrolling tomorrow.
Balloting has already completed on 131 seats in the earlier three rounds. After completion of fourth phase, voting would be over in 186 seats. The last phase of polling is scheduled on November 5 on the remaining 57 seats.
Counting of votes is on November 8.
The fourth phase saw high voltage campaigning with both BJP-led NDA and JD(U)-RJD-Congress alliance accusing each other of trying to polarise voters on communal lines.
“If BJP loses Bihar elections even by chance, though victory or defeat will happen in Patna, there will be bursting of firecrackers in Pakistan,” BJP chief Amit Shah had said at a rally at Raxual in East Champaran district on Thursday, three days before the fourth phase polling.
Rivals JD(U), Congress and RJD saw the comment as an attempt to communalise voters for the next two rounds on 112 seats and approached the Election Commission.
Acting on the complaint, the state Election Office has sought report from District Magistrate of East Champaran and West Champaran on the remark.
Lalu Prasad slammed Shah linking the controversy with the pride of the state alleging the remark was an affront on the citizens of Bihar particularly backwards, EBCs, dalits and minorities who are “firmly rooting” for secular alliance.
Prime Minister Narendra Modi addressed two rallies at Gopalganj and Muzaffarpur before the campaign ended last evening.
Continuing with his earlier attack on Chief Minister Nitish Kumar and Lalu Prasad, the PM again alluded to the alleged “sinister plan” of Nitish and Lalu to carve out 5 per cent quota from OBC, SC and ST to give to a particular community.
Prominent personalities whose fate would be decided in this phase are senior minister Ramai Ram (Bochaha, SC seat), Ranju Geeta (Bajpatti) and Manoj Kushwaha (Kudni).
Lakshamanan said 191 arms/weapons, 56 explosives, 595 cartridges and 17 bombs were seized. A total of Rs 5.32 crore of unaccounted cash and 1,58,246 litres of illegal liquor valued at Rs 2.90 crore were seized, he said. (PTI)

Sardar Chankar Singh the then Naib Tehsildar  by abusing their official positions in league with  accused land brokers namely  Gh. Hassan kawa S/o Ab. Rahmand Kawa R/o Sarai Dangerpora Srinagar ,Nazir Ahmad Mir S/o Ab. Gani Mir R/o Panzinara, Ab. Ahad Malik S/o Gh. Nabi  Malik R/o Panzinara Srinagar and Bashir Ahmad Ganaie S/o Gh. Mohammad Ganaie R/o Mirgund Check Razak Khan, under well  knit conspiracy have fraudulently prepared a fabricated revenue  records thereby illegally transferring the ownership rights of land measuring 2 kanals falling under survey No. 873 min Khata No. 604 and Khewat No. 43 min  situated at Estates Ranbirgarh Partapgrah  Srinagar, in order to have pecuniary benefits for themselves  and corresponding loss to the complainant  and the actual owner sh. Assadullah Dar S/o Rahman Dar R/o Sarai Dangerpora. And after effecting the illegal entries in the revenue records the land has been sold by accused Gh. Hassan Kawa and other land brokers to the Complaint Mushtaq Ahmad Dar  and his wife against Rs. 5.00lacs through  registered sale deed in the  year 2012 for which  revenue extracts have been also issued by  Sh. Fayaz Ahmad Wani  the then Patwari Halqa  Ranbirgarh Partapgarh Srinagar. without ascertaining the actual position of the land.

The aforesaid acts of  omission /commissions on the part of above public servants/land brokers  attracts provisions of offence u/s 5(1)    (d) r/w 5(2) Prevention of Corruption Act Svt 2006, and  Sections  420,467,471,120-B,  RPC and accordingly a Case FIR No. 46/2015, P/S VOK  registered and the further investigation has been taken up.

Clinton sought Indian help in conducting election in Egypt

WASHINGTON :  The then US Secretary of State Hillary Clinton sought the help of India in conducting free and fair elections in Egypt in 2011 after a popular uprising that toppled the longtime president Hosni Mubarak.
“Could they help in Egypt?” Clinton wrote in an email to Maria Otero who then was Under Secretary of State for Civilian Security, Democracy and Human Rights.
Clinton wrote this email on the eve of her meeting with the then Indian foreign secretary Nirupama Rao.
“I am on my way back from India, where I had a very positive meeting with FS Rao and the Indian Election Commission about the prospects for increasing India’s role in elections globally and collaborating more closely in third countries,” Otero wrote to Clinton on February 14, 2011.
“FS Rao is discussing this proposal with the Election Commission, which is very interested in greater collaboration with American institutions. Bob Blake and I will be following up with India’s Chief Election Commissioner when he travels to Washington, DC next week,” Otero wrote.
Blake then was the Assistant Secretary of State for South and Central Asia.
India figures quite a few times in the latest trench of emails of Clinton released by the State Department.
Though most of the portions related to India-Pakistan has been redacted, the emails shows that Clinton had a personal interest in US-India relationship.
In one of the emails, the Secretary of State forwarded an op-ed by Shyam Saran titled ‘Managing the Indo-Pacific’ in October 2011.
Describing the op-ed as “very interesting”, William Burns, the then Deputy Secretary of State, writes that Sharan “played a big role” in the India-US civil nuclear deal.
In another email, Secretary of State is briefed about the appointment of Gen Bikram Singh as the next Army Chief in March, 2012.
“Not particularly noteworthy, given the appointment of a new chief is not as big of a deal in India as it is in Pakistan, but I thought I flag given Secretary briefly met him. He accompanied Defense Minister A K Antony for his meeting with Secretary in September 2010,” one Basant S Sanghera wrote in an email to the Clinton’s personal staff.
On March 5, 2010; Burns informed her that he and the then Indian National Security Advisor Shivshankar Menon have reached a deal nuclear reprocessing agreement.
“I spoke four times to Natl Sec Advisor Menon over the past couple days, and we have completed nuclear reprocessing agreement, as you promised PM (Manmohan) Singh we would do late last year. US negotiating team on ground (led by Dick Stratford of ISN) and Tim Roemer deserve the credit. We need to conform texts and prepare for Congressional briefings before going public, but this is important step,” Burns wrote. (PTI)

Peace, unity, harmony first condition for development: Modi

 

NEW DELHI: Invoking Sardar Vallabhbhai Patel’s work for national integration, Prime Minister Narendra Modi today said “unity, peace and harmony” was the first condition if India has to move forward and attain new heights of development.

“Unity is our biggest strength… We have to move forward with the mantra of unity, peace and harmony,” he asserted at an event marking the 140th birth anniversary of Patel, against the backdrop of protests by artistes, writers and scientists over alleged “rising intolerance” after the Dadri lynching, beef row and other incidents.

Modi also used the occasion to take a dig at dynastic politics, saying it had become a bane of our politics and recalled that Patel never promoted any family member in political life.

At the National Integration Day to mark birth anniversary of India’s first Deputy Prime Minister, where Modi flagged off ‘run for unity’, Modi asked people to take forwards Patel’s message that the nation can sacrifice anything for its unity.

“If the country has to move forward and attain new heights of development, then the first guarantee is…. Irrespective of our language and attachment of our feelings and ideology to any inspiration or system from Kashmir to Kanyakumari and Atak to Cuttuck, if our goal is to take Mother India to new heights in the world, then the first condition for that is unity, peace and harmony.

“If 125 crore Indians with the mantra of unity, peace and harmony walk one step together shoulder to shoulder, then the country will move 125 crore steps in one go.

“Our strength is a nation bound together by unity and which can sacrifice everything for unity and this is the message of Sardar sahab,” he said, recalling that Patel’s life was dedicated to national unity.

The Prime Minister also announced that ‘Ek Bharat Shreshtha Bharat’ scheme will soon be launched under which one state will choose another state each year and then promote its language and culture.

“I have formed a small committee which is preparing its modalities,” he said.

At the beginning of his speech, Modi also remembered former Prime Minister Indira Gandhi on her death anniversary, saying she sacrificed her life on this day and it cannot be forgotten.

Modi said it was not for us to evaluate the works of great people but to remember their contributions and to seek inspiration for generations to come.

He said after philosopher and jurist Chanakya, Patel can be credited for consistently working for national integration.

Addressing the event at Rajpath, he said while several people may claim credit for providing reservation to women, it was Sardar who proposed 50 per cent reservation for women in the Ahmedabad Municipal Corporation when he was the mayor of the city in the 1930s in a bid to empower them.

Home Minister Rajnath Singh, Urban Development Minister M Venkaiah Naidu, Delhi Lt Governor Najeeb Jung and state Chief Minister Arvind Kejriwal were also seated on the dais.

Recalling Patel’s contribution, he said while the British were playing a divisive game, the country’s first Home Minister worked overtime for national integration by making the princely states accede to the Union of India.

“He was called iron man not because someone gave him a certificate. It was because of the decisions he had made with an iron grit,” Modi said.

The Prime Minister said while Patel worked to give us ‘ek Bharat’ (One India), it was now our duty to turn it into ‘shreshta’ (best) Bharat.

The Prime Minister recalled Patel’s initiatives as mayor of Ahmedabad during the 1920s, including a campaign for cleanliness which continued for 222 days, inviting the appreciation of Mahatma Gandhi who was fond of cleanliness.

Modi later administered pledge to those present on national integration and ensuring internal security of the nation.

Home Minister Rajnath Singh said the concept of national integration is also present in ancient scriptures. He said India’s boundaries were defined ages ago but it was Patel who worked to give them a definitive shape.

Describing Sardar as the architect of modern India, he said Patel ensured unity of the country which helped it prosper. “Now we should put in our best to maintain it,” he said.

Naidu lamented that Patel was not given his due in Indian history “for whatever reasons”.

“Now we must work to live up to his philosophy of unity and integrity,” he said. (PTI)
